Post -Construction Stormwater Management Permit SW8970240 for the subject project expired on March 24',
2019. This is a reminder that permit renewal applications are due 180 days prior to their expiration per 15A
NCAC 2H.1045(3). North Carolina General Statutes and the Coastal Stormwater rules require that this property
be covered under a stormwater permit. Failure to maintain a permit subjects the owner to assessment of civil
penalties. More information about the Post -Construction State Stormwater Program can be found on the

Minutes of Annual Meeting Dec 3, 2022

I. Meeting was called to order on December 3, 2022, at 11:05 AM
2. A quorum was achieved with 22 members in attendance and 4 proxies (26 total)
3. Last year's budget was reviewed.
4. The board announced an increase of $20.00 dues per month from $240.00 to $260.00 per month effective January
1" 2023.
a. One issue was raised concerning the amount of the increase. The issue concerned the amount of the increase in
that it should be a higher amount such as $50.00 in order to build a larger reserve account. A vote to discuss this
option was taken: the vote to discuss this option failed to pass with only 13 members voting to continue the
discussion. Further suggestions to address the reserve account issue were:
• Increase dues by $20.00 again next year
• Add agenda item to next year's annual meeting to revisit a vote to increase the FIOA dues by more than $20.00
• Acid aline item to the budget to include the amount of reserve and have it limited to withdrawals for specific
purposes.
5. New 2023 proposed budget was reviewed with the following questions:
a. Why was the tree removal line item reduced from$2,000 to $1,500? Last two years have been way under budget.
After discussion it was agreed to revise the proposed budget back to $2,000
b. Reviewed last year's power washing cost (sidewalks and driveways only). Last year the I IOA paid $5,500 to the
current contractor. HOA has signed a new contract with a new contractor for 2023 at a cost of $3,400
c. The upper pond well pump had to be replaced last year due to age and issues with the old pump which resulted in
a delay in the planned replacement of the upper pond fountain. The upper pond fountain is budgeted to be
replaced in 2023. As an added note, by replacing the old fountain with a new fountain there is an anticipated
reduction in the electrical usage for the new fountain.
6. 2023 budget was approved by a verbal vote (majority yes with no nays voiced)
7: The positions of HOA Treasurer and Vice President were open and up for election for 2023 and 2024.
a. Treasurer: Jack Jameson volunteered to continue as Treasury, no other members submitted themselves or any
other names. Jack was approved with a verbal vote (majority yes with no nay votes)
b. Vice President: Angelo Galeotti volunteered to act as Vice President, no other members submitted themselves
or any other names. Angelo was approved with a verbal vote (majority yes with no nay votes)

8. An issue involving the cart path behind phase I (the old golf cart path) was discussed. The "Save Echo Farms"
group has offered to refund $2,500 to the Westwood HOA if the Westwood FICA will use the funds to extend the
old cart path. If the Westwood I IOA does not agree to use these funds for the extension, then the "Save Echo Farms"
group will use these funds for beautification projects in the new Echo Farms public park. A vote was taken to allow
the "Save Echo Farms" group to use the finds for beautification projects; this option was approved by a verbal vote
(majority yes with no nay votes).
9, Based on the number of complaints this year concerning the landscaping, the board has revised the current landscape
contract with additional detail that addresses the members issues that were raised. In addition to having the current
contractor quote based on the new contract, the board will get an additional three quotes from new potential
contractors.
10. A long discussion was had concerning the new housing on the old golf course behind Phase I . It was noted that
these issues have been and are currently being monitored by members of the 110A board. Some of the issues raised
were as follows:
a. Property lines
b. Drainage issues
c. Berm/slope landscaping and maintenance management
d. Fence lines
e. Clean-up issues behind Building # I of Phase I
U. Additional issues raised by members:
a. Will the white paint or brand and color used by contractor be available to members for touch up projects? Yes
b. Can the house numbers on the mailboxes on Phase 2B be switched from stickers to black metal to conform to
the rest of the units? Yes
The annual meeting was adjourned at 12:40 PM.
