Dear Mr Sams, Enclosed herein you will find an application, check and appropriate drawings for review for Bud's Retreat Subdivision in Carteret County. The property is located in Cedar Point and we hope to obtain approval to begin construction from the Carteret County Planning Board at their meeting on April 12, 1993. The Registered Land Surveyor for the project is Alan Bell from Cedar Point. He has done extensive ground work at this time is familiar with all part of the subdivision. The project has no natural outlet for drainage, so we have provided storage in the recreation area, a dry pond approximately 55 feet wide by .120 feet long. The bottom of the pond will be several feet above the ground water table. The soil is Wando, well drained and the general elevations range from 14 to 18 feet throughout the project. This reduces the proposed impervious area from 4,500 square feet per lot to 3,150 squre feet per lot. If there are other matters to discuss, please advise. SibnP. cLean, P.E. nclosures: Location Map (2) , Revised Covenants (notarized) March 8. 1993 Bud's Retreat Subdivision Cedar Point, Carteret County, North Carolina NARRATIVE: This property is located within the city limits of Cedar Point, North Carolina. The county Planning Board administrates subdivision activities. Katrinia Marshall is the Carteret County Planning Director. There are two owners of property which comprise "Bud's Retreat Subdivision". Together the two tracts comprise 12.2 acres. The owner of the northern portion of the land is Emma Lee Conner (widow) whose deeds are recorded in Deed Book 301 Page 338 and Deed Book 359, Page 363 (1968). The owner of the remaining portion of land is Walter Bell Wetherington whose deed is recorded in Deed Book 246, Page 512 (1964). Prior to ownership by Conner and Wetherington, the land was farmed. Since the late 1960's, it has been allowed to lie dormant. The growth of trees is characteristic of upland hardwoods, pines and red cedars which are typical of the coast. This property is located approximately 550 feet north of the shore of Bogue Sound. Bogue Sound in this area is classified as Outstanding Resource Water (ORW). No activity is being done within 525 feet of the ORW and no CAMA permits are required for this project. The project limits are contained within a rectangular shaped land mass which is approximately 500 feet wide and approximately 1200 feet long, north -south in general orientation. The tract is located in both "B" and "C" zones according to Carteret County Flood Maps (370043-C). Adjacent Property: Residences with access to Hill Street are on the west side of the property. The residences consist of mobile homes and smaller cottage type dwellings. The East side of the proposed project is the Emmanuel Independent Missionary Church and an earlier subdivision called Cedardeen. The South side of the proposed project is an open field currently under the plow. The north side of the property is NC 24. Soil Conditions: The Soil Survey of Carteret County identifies the soil as Wando. The accompanying article describes the characteristics. The orange/yellow sand layer located about 10 inches under the surface is indicative of the well drained soil encountered here in the western end of the county. The permeability ranks at the highest level graded (6" to 20" per hour), and the water table within 1,000 feet was found to be about 7 feet below the surface. The project has been checked to see if 404 wetlands are a factor, and the project has been found to have no 404 wetlands. Historical Information: The two tracts have been mostly left unmanaged for the past 25 years. The property is wooded and will make an attractive subdivision setting. Development Notes: The two owners have made arrangements to sell the tracts to Seashore Realty & Insurance Agency, Ltd. (Trading As: Seashore Investments). If subdivision approval is granted on April 11, 1993, construction may begin on April 12th, 1993. There is road frontage along NC 24 which will be used as commercial development at a later date. Septic tanks will provide individual sewage disposal systems for residences and potable water will be provided by the West Carteret Community Water System. A 6 inch main tap will be made and drilled under NC 24 with an encasement pipe for transmission of the potable water. Lot sizes will vary from 15,000 square feet to 23,000 square feet. There is no drainage outlet for roadside ditches and the DOT representative (County Engineer, Jimmy Blanton) has said there will be no pipe required at the connection for NC 24. There will be deed restrictions made to prevent more than 25 % impervious areas for individual lots. The State of North Carolina will be the recipient of those restrictions. All roadside drainage will be directed to a retention pond on the east side of Bud's Lane where there is a 27,000 square foot area set aside for "recreation". In addition to serving as land available for recreation, this area will serve to store water for the infrequent times of rainfall. The storage of rainfall in a "dry pond" area has been successfully done immediately east in Cedardeen Subdivision. Planned Sedimentation and Erosion Control Practices 1, Construction Entrance: A typical construction entrance shall be constructed at the entrance to the property as detailed. Entry to the property from NC 24 is a bit unusual. The DOT requires no driveway pipe because of the flat (no gutter line) shoulders along NC 24 at Cedar Point. 2. Rock check dams: Roadside ditch slopes are .2% as noted on the plans. There shall be rock check dams erected at 200 foot intervals to ensure trapping sediment in the ditch lines. 3. Dry pond area: There shall be approximately 13,500 cubic feet established at the north side of Lot 24 to allow for temporary storage of runoff because there is no outlet at any point for stormwater. The quantity allows for 25 % impervious areas from all lots to be routed to this area. The subdivision immediately east (Cedardeen Subdivision) was constructed with a permanent "dry pond" area approved by the DOT in recent years, and this is exactly the same type situation as Cedardeen. 4. Outlet protection for pipe under Bud's Lane: The proposed 18" diameter pipe to be located at Station 5 + 53.00 on Bud's Lane shall have outlet protection established as detailed.
