CARTERET COUNTY 9 E C E � [L. bu MAY 2 1 1992 D E M Carteret County acquired a lease to 12.7 plus or minus acres on Radio Island from the North Carolina State Ports Authority in the summer of 1991. The lease agreement called for the Ports Authority to fence in the 12.7 acres from the remainder of their property. The fencing work was completed in April 1991. As part of this agreement, Carteret County is to construct a marl road and parking area as a public beach access area for the citizens of the County. Radio Island was constructed with dredged material that has been placed in this spoil area dating back to the 1930's. Material is mostly sand and shells with sparse vegetation. The proposed road and parking area will be constructed by regrading the existing sand material and placement of a 6" layer of dirt with 6" of marl forming the wearing surface. The layout of the road and parking areas is shown on the attached drawings. The entire area disturbed by this proposed construction will be less than one acre in size. The parking lot will accomodate approximately 72 vehicles. Drainage from the marl areas will be directed to a ditch system in the sand around the roadway and parking lot area. Surface drainage with percolation through the sandy material will be used to accommodate the storm water run off. Runoff from the proposed construction is minimal in nature and the absorbency of the sand in this area should not create any stormwater runoff or erosion and sedimentation problems. The area has very limited existing vegetation of any type. The attached letter from the N.C. Cooperative Extension Service dated April 13, 1992 states that no vegetation is presently in the area of proposed construction so no re-establishment of vegetation is possible under the present site conditions. I am including as an enclosure a narrative of the project with supporting documentation and drawings. The area that will be disturbed by this project is less than one acre. Based on the existing soil material being composed of dredged sand and shells, the grading of the roadway and parking lot will not create any stormwater problems to the surrounding area. It is the opinion of the County Engineer, the designer of this project, that no stormwater devices are necessary or will be required in order to control run off. It is proposed that this construction will be done by County forces and under the supervision of the County Engineer. Regional Engineer, Land Quality Section 127 Cardinal Drive Extension Wilmington, NC 28405-3845 Dear Mr. Sams: In reference to the proposed project for Carteret County on Radio Island for beach access, I made a site visit with Mr. Frank Adkins, County Engineer. In the area of the proposed gravel road and parking area, there is no vegetation established currently in this particular area. The area is composed of dredged sand and shells. To establish vegetation on this type of sand, it would encompass bring- ing in top soil, managing a fertilization program and establishing plants.
