Director NORTH CAROLINA Environmental Quality May 23, 2023 Andrew Stephens - Golf Course Superintendent Holt Lake Golf & Recreation, LLC 694 Country Club Road Smithfield, NC 27577 Subject: Compliance Evaluation Inspection Permit # WQ0019908 Facility: 694 Country Club Road Johnson County Mr. Stevens, On May 23, 2023, Jim Westcott from the Raleigh Regional Office visited your reclaimed Water Conjunctive Utilization spray irrigation system to evaluate compliance with the subject permit. The facility is permitted for the operation .2435 (MGD) conjunctive reclaimed water utilization facility consisting of 96 acres of spray irrigation area; and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. The permit, which was issued January 15, 2021, will expire June 30, 2027. Section I (1) of the permit requires the permittee to request renewal of the permit no later than six months prior to the expiration of the permit on official division forms. Division records indicate the required annual fee for the period ending March 31, 2024, due April 2, 2023, has been paid. The reclaimed water system includes use of water to irrigate a 96-acre golf course field. The irrigation system consists of 5 zones controlled by a telemetry system. The reclaimed water is conveyed through a distribution line from the Johnson County Wastewater treatment facility and enters the system through a 12' line enclosed in a vault containing an in -line flow meter which records the amount of water utilized and is recorded daily by staff from the Johnson County facility. Log notes indicated that a new calibrated flow meter was installed January 26, 2023. Distribution flow records/NDMR reports were available for review. At the time of inspection, the system was not activated due to member activity. A tour of the facility grounds revealed the field was in good condition and there was no evidence of ponding. Mr. Stephens emphasized that the spray fields are activated during the evening hours to prevent any potential contact with the members of the facility and to facilitate absorption to the course turf. Proper signage was evident at several locations along the course and a designated washdown station at the maintenance shop citing reclaimed water was evident with the correct color -coded distribution pipe. The system appears to be well maintained. A map designating the numerous irrigation zones was available for review. The permit does not require effluent monitoring. The reclaimed water irrigation system should be periodically inspected to ensure the proper components are always maintained and in good operating order. You are also reminded to maintain monitoring data and associated maintenance records onsite for a minimum of five years and available for inspection.
