An outlet sill that extends up to the burial height (—I foot) would also backwater most of the pipe, which would facilitate any aquatic passage even with no or only partial bedload retention. With your proposed changes (no baffles, sills only), I'm thinking that the culvert should backfill on its own creating a somewhat natural, heterogenous channel substrate overtime on its own without the help of baffles. That depends on submitted engineering designs, plans and adequate construction and installation. Once the project is complete, your culvert must transmit baseflow and facilitate aquatic passage. Whether or not baffles would create culvert maintenance issues, I'm not sure and that would be difficult to predict. I think there would be maintenance required at some point even without baffles. Regardless, unless I'm missing something, and pending concerns from the Corps and WRC, the revision would be acceptable in terms of 401 water quality 1 permitting. Keep in mind, the City is ultimately responsible for ensuring all permit conditions are met. Let me know if you have any questions. Dave W. Hello All, I am reaching out about the Forbes Road Extension project in Gaston County. In our permit submission, the design was to have a 60" culvert with baffles inside to accommodate for the variability in stream width here (I have attached the detail for reference). We have already received the 401 and are awaiting the 404, but our client has reached out to us and has said that The City of Gastonia is now wanting to remove the baffles, citing maintenance issues. They wanted me to see if it would be satisfactory to remove the baffles throughout the culvert and just have a sill at the inlet and outlet. Please let me know your thoughts.
