I have enclosed documentation that I mailed the Certification of Completion on February 28, 2007. Attached are copies of the Certified Mail Receipts as proof that I sent this documentation as required to the Division of Water Quality and to the US Army Corps fo Engineers. I have also completed a new Certification of Completion as directed by Vicki Fuentes in response to your letter. When I originally applied for this permit I spoke with Mike Horan with the Division of Water Quality who helped me a great deal in understanding what was required for this project. I met with Mike Horan and Eric Alsmeyer with the US Army Corps of Engineers at the site on July 13, 2006 at 10:30 a.m. and spoke with them in detail regarding what I needed to do. I feel I have completed my project in accordance with their requirements. I am in compliance with the 401 Certification dated January 12, 2005 and the October 9, 2006 AFTER-THE-FACT Certification. I am requesting that this project file be approved and closed. Mr. Smith, I have tried to do everything that was required of me for this project from the time I applied for this permit. I completed the project and sent in my Certification of Completion with photos in February. 1 would appreciate your help in getting this matter resolved. I would also like to let you know how much I appreciate the assistance that Vicki Fuentes has given me in this matter. She was still hard at work after 8:00 p.m. when she called me and was very patient in explaining what I needed to do in response to your letter.
