Subject: Phase II Post -Construction Stormwater Permit Application Return
Family Dollar Store #705283
Spout Springs, Harnett County
Dear Mr. Chandler:
John E. Skvarla, III
The Division of Water Quality (DWQ) Central Office, Raleigh, reviewed your Stormwater
Management Permit Application for the Family Dollar Store #705283 project the week of
February 25, 2013. After a preliminary review, the submittal was found to be incomplete.
Per DWQ requirements and policies, this Office is hereby returning the subject application
package as incomplete.
The appli 2th n is incomplete based on the following items:
l✓ The proposed stormwater management plan does not meet the requirements of the
Phase II post -construction stormwater requirements and will need to be redesigned.
,. Ue of offsite BMP is allowed, but must be shown in a permanent drainage easement
V efnd shown on final site plan.
:Two driveway accesses are shown across the proposed infiltration basin. This cannot
/be approved and permitted as shown.
7Division cannot approve and permit a stormwater plan stamped Preliminary, and all
plan pages must be stamped by the engineer, signed and dated.
If the BMP is to be moved in the future, a formal permit modification will need to be
requested at that time.
Until a State Stormwater Permit is issued for this project, the construction of any impervious
surfaces, other than a construction entrance under an approved Sedimentation Erosion
Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant
to NCGS 143-215.6A.
Please prepare the missing information and return the revised, entire package to me at the
DWQ Central Pifice, Raleigh, 1617 Mail Service Center, 27699-1617.
If you have any questions, please contact Robert Patterson, P.E., at (919) 807-6375, or
email: robert.petterson@ncdenr.gov. Mr. Patterson has been given a copy of your site plan if
you wish to discuss your proposed changes with him.
