This facility is in the process of expanding to 0.2 MGD with an ultimate design flow of 0.385 MGD. Per Mike Mickey (W-SRO), permit should be renewed without previous 0.1 MGD limits page. Within the past twenty four months this facility had violations of BOD, TSS and Fecal Coliform. Since expansion to .2 MGD will be completed in the near future, Permits and Engineering will recommend existing limits at expansion flows of .2 MGD and .385 MGD only with monitoring reflective of a class II facility. Directions to Site: Take Hwy 158 N. out of Winston-Salem. After crossing through the Hwy. 66 intersection, proceed 0.6 mile and then turn right onto Vance Road (SR 2011). Continue on Vance Road approximately 2 . 4 mile to Kerner Road ( SR 2021). Turn right and proceed 0.6 mile and then turn right into the subdivision onto Abington Drive. Turn right again onto Saint Regis Lane, then left onto Avenbury Circle, left onto Middleham Drive and then left onto Bainburgh Circle. The WWTP is at the end of the road on left. 6. Location of nearest dwelling: The closest dwelling is located within 100 feet of the WWTP. 10. Receiving stream or affected surface waters: Belews Creek a. Classification C b. Describe receiving stream features and pertinent downstream uses: The Kynwood WWTP (NC0046752, 0.072 MGD) discharges into Belews Creek approximately 0.6 mile downstream of the Abington facility. The exact location of Abington's discharge pipe could not be found as the outfall is submerged in a beaver pond (>10 acres). In addition, a large wetland complex of an additional 30 acres is located below the beaver pond. There is no defined stream channel so the WWTP discharges basically into a pond situation. Part II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS a. Volume of Wastewater to be permitted: The permit was modified on 11-18-94 to contain the following effluent pages: 1) 0.1 MGD (Current design) 2) 0.2 MGD (A/C issued 11-14-94 for expansion) 3) 0.385 MGD (Ultimate permitted capacity) b. What is the current permitted capacity of the Waste Water Treatment facility? See a above. C. Actual treatment/design capacity of the current facility? A/C issued 10-7-85 for a 0.1 MGD WWTP. d. Date(s) and construction activities allowed by previous A/C's issued in the previous two years. A/C issued 11- 18-94 for expansion to 0.2 MGD. e. Please provide a description of existing or substantially constructed wastewater treatment facilities; The existing 0.10 MGD system consists of an influent pump station, three aeration tanks (capacity of 100,000 gallons), a 17,870 gallon clarifier, a 2,275 gallon chlorine contact tank with tablet chlorinator, a Stevens flow measurement device, post aeration tank and a 7,630 gallon sludge holding basin and standby generator. f. Provide a description of proposed WWTP facilities. The proposed 0.2 MGD WWTP• will consist of the following: 42,460 gallon equalization basin with dual 173 GPM pumps, NPDES Permit Staff Report Version 10/92 Page 2 bar screen and flow splitter box, dual 100,000 gallon aeration basins (total volume of 200,000) dual 22,829 gallon clarifiers (total volume of 45,658 gallons), tablet chlorinators, 4,167 gallon contact tank, dechlorination unit, 2000 gallon post aeration chamber, Stevens flow recorder and standby generator. g. Possible toxic impacts to surface waters: None known. h. Pretreatment Program (POTWs only): NA 2. Residuals handling and utilization/disposal scheme: Solids are removed from the WWTP by Piedmont Power Wash, Inc., for disposal in the nearest Winston-Salem POTW. 3. Other Special Items: None PART IV - EVALUATION AND RECOMMENDATIONS The Abington subdivision consists of approximately 389 homes with future expansion of the subdivision underway. This is the reason that the WWTP is presently being upgraded from 0.1 MGD to 0.2 MGD (See A/C issued 11-18-94). Hopefully, the expansion will result in an improvement in effluent quality.
