Project Description: Replace Bridge No. 36 on SR 1301 (Old Neck Road) over branch of
the Perquimans River (off -site detour planned, no improvements anticipated).
SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions: HPOWeb reviewed on 28 September
2021 and yielded one NR, one SL, one SS and no DE or LD properties in the Area of Potential
Effects (APE). The APE equates with the study area provided in the review request and
encompasses proposed construction activities and possible project impact (see attached map).
Perquimans County current GIS mapping, aerial photography, and tax information indicated a
rural APE with several residential and agricultural resources dating from the early -nineteenth to
the early twenty-first centuries (viewed 28 September 2021). The project is contained within
the National Register -listed Old Neck Historic District (PQ0471). Constructed in 1962, Bridge
No. 36 (Jones Creek Bridge — PQ0474) is not eligible for the National Register according to the
NCDOT Historic Bridge Inventory as it is neither aesthetically nor technologically significant.
The comprehensive architectural survey of the county (1979-1980), as well as later studies,
include no properties in the APE apart from the NR-listed historic district within which stands
Bridge No. 36 and the circa-1820, study -listed William Jones House (PQ0114) (Dru Gatewood
Haley and Raymond A. Winslow, Jr., The Historic Architecture of Perquimans County, North Carolina
(Hertford, NO Town of Hertford and the County of Perquimans, 1982). The circa-1885, study -listed
house of Winslow Farm (PQ0492), located on a large property in the NE quadrant of the project
area, no longer exists. In addition to its standing buildings, such elements as field patterns,
fences, roads, and ditches are considered contributing resources to the significance of the
district's agricultural landscape. County GIS/tax materials and other visuals clearly illustrate the
relative placement of the district, its components, and the proposed work, which indicated the
need for an effects consultation to satisfy Section 106 and GS 121-12(a) compliance (scheduled
for 27 October 2022).

Explanation ofEffects Determination: Existing bridge (1962, not NR-eligible) will be replaced
with a single -span, core -slab structure with two -bar metal rail on same alignment. Minimal
trimming of trees adjacent to bridge site and relocation of existing utility pole. Slight
reconfiguration of nearby intersection (New Hope Rd./Old Neck Rd.), otherwise no
improvements anticipated for off -site detour. No new ROW acquisition.
Proposed construction activities will not impact any contributing resources or otherwise
compromise the historic character of the district.
List of Environmental Commitments: None.
FHWA Intends to use the State Historic Preservation Office's concurrence as a basis for a "de
minimis" finding for the following properties, pursuant to Section 4(f): None
