Webster 6685 NC Hwy 22-42 Ramseur, NC 27316 NORTH CAROLINA Environmental Quality May 19, 2023 Subject: Compliance Evaluation Inspection Single Family Residence Domestic Wastewater Treatment System NPDES WW General Permit No. NCG550000 Certificate of Coverage No. NCG550185 Randolph County Dear Mr. Webster: On May 2, 2023, Division of Water Resources (DWR) staff Jesse Barnes conducted a routine compliance evaluation inspection of the single family residence domestic wastewater treatment system located at 6685 NC Hwy 22-42, Ramseur, NC 27316, in reference to the subject permit and certificate of coverage. Property owner Kenneth M. Webster was present during the inspection. A review of the subject permit, treatment system components, as well as system operation and maintenance was completed. This review and inspection reflected non-compliance with the subject permit. One item of concern was observed during the inspection and is listed below. Item of Concern 1. Part I, Section C. (1.) of the subject permit requires that the following parameters are to be analyzed once annually by a North Carolina certified laboratory: flow, biochemical oxygen demand, total suspended solids, and fecal coliform. Laboratory results must be recorded and retained for at least three years. Mr. Webster stated that no effluent monitoring or analyses have been conducted. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143- 215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. Other observations: Mr. Webster stated that the septic tank is pumped out approximately every three years and was last pumped out in 2019. Mr. Barnes was able to locate two chlorinator tubes in the wooded area behind the home. The chlorinator tubes contained tablets and appeared to be operating properly during the inspection. Mr. Webster stated that he uses calcium hypochlorite tablets for disinfection, which are appropriate for domestic wastewater treatment. Outfall 001 and the receiving stream (unnamed tributary to Brush Creek, Class C waters) were not observed during the inspection due to access and safety concerns.
