The Roaring Gap Club's previous permit limits were incorrect since
they were based upon a discharge to "C" waters. Since the discharge has
been amended to correctly identify the "stream" classification as "B-Tr"
the new permit will have a fecal coliform limit of 200/100 ml and a
residual chlorine limit of 0.01 mg/l. However, the proposed D.O. limit
and the instream self -monitoring requirements will be dropped. Therefore
the permit limits will be as follows:

As was noted on the WLA request, stream flows have not been updated
since last permit request. They will be updated before final permit issu-
ance since there is a question of natural stream flow. By your description
there isn't any streamflow and it is possible that a recommendation for
removal of the facility will also be included.

We do not agree with the change in the wasteload. The
limits for the renewed permit should not change from the
previous permit which is 30-30 with 1000/100 ml of fecal
coliform. The reason for this recommendation is because
Roaring Gap Club is a private club that is open from
Memorial Day through Labor Day. It is only during this time
that the system discharges. The discharge flows across land
approximately 2000 feet before reaching the UT to the
Mitchell River if it ever reaches the stream. Approximately
10 years ago Jim Johnston and David Russell followed the
discharge until it soaked into the ground long before ever
reaching the stream. The land is mountainous and primitive
land. The tributary is unaccessible to taking any stream
samples. The only flow data from this facility was taken
from the water meter from May through August 1985. The flow
averaged 2500 gpd. The meter not only read the water going
to the treatment plant but also water used for watering the
golf course.
An investigation on January 19, 1988, by Mike Mickey
and Jim Johnston confirmed earlier findings that it would be
highly unlikely that any flow from this system would ever
reach a flowing stream. There are a total of eight homes on
the system and eight condo's which are located upstairs of
the club house. The condos consist of one -one bedroom,
five -two bedroom and two -three bedroom condos. Very few of
the homes and none of the condos are stayed in for the whole
period from Memorial Day through Labor Day. This is a
resort and is frequented mostly on weekends and short
vacations.
