Dear Mr. Manner:
The Division of Water Quality's NPDES Unit has reviewed your request for an Authorization to Construct at
the Roaring Gap Club WWTP. The Division finds the proposed improvements to be satisfactory, and hereby
grants authorization for the following:
• Ultraviolet disinfection unit rated for 40 gpm, uv dosage of 32,000 micro -watt sec/cm' and. automatic
dialer.
This Authorization to Construct is issued in accordance with NPDES Permit No. NC0038997, issued Aplil
26, 1999, and shall be subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the terms and conditions of the permit.
The Permittee shall notify the Water Quality Supervisor of the Winston Salem Regional Office, telephone
number 336/771-4600, at least forty-eight (48) hours prior to operation of the installed facilities, so that an
in -place inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until
5:00 p.m., Monday through Friday.
Engineer's Certification
Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide
the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina
certifying that the permitted facility has been installed in accordance with the NPDES Permit, this
Authorization to Construct, and the approved plans and specifications. The Certification should be subrrEtted ..
to: NCDENR / DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617.
Requirements for Certified Operator
The Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC)
of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least
equivalent to or greater than the classification assigned to the wastewater treatment facilities by the
Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate
type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must
visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding
weekends and holidays; and must properly manage and document daily operation and maintenance of the
facility and comply with all other conditions of Title 15A, Chapter 8G, .0200.
Additional Requirements
The Operational Agreement between the Permittee and the Environmental Management Commission is

Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation
of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee
to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute
143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local,
state, and federal) which have jurisdiction.
The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the
facility. One (1) copy of the approved plans and specifications is enclosed for your records.

SCOPE: Installation of a UV disinfection system.
SUMMARY: Roaring Gap Club wants to change the disinfection system from chlorination to UV in
response to the new requirement to measure TRC to a level of 17 Ng/I. They will keep the existing tablet
chlorinator, dechlorinator and contact chamber as a backup during power failures.

PROJECT EQUIPMENT DESCRIPTION:
• Two lamp UV unit rated for 40 gpm, 32,000 micro -watt seconds/cm.
• Autodialer to be activated in the event of loss of intensity or lamp failure.
RECOMMENDATIONS:
The proposed system meets the UV guidelines as specified by the Division. Approval of the AtC is
recommended. Backup is provided with the existing chlorination-dechlorination system and an autodialer
will call the maintenance staff when the lamps loose intensity or fail.

This office reviewed the ultraviolet disinfection (UV) system for
reliability with the following comments:
It was noted that the tablet chlorinator and dechlorination units
to be abandoned in place by removing the tablets. Per 15A NCAC 2H
.0124, there must be a continued treatment and disinfection where
the interruption of such treatment would render the waters unsafe
for their best intended uses. Therefore, this office would
suggest an alternative back-up method to meet the minimum
reliability conditions. (i.e., back-up power, dual train, etc.)
The UV system does not appear to have an automatic cleaning
device to insure maximum radiation for proper disinfection. Also,
during the time the system is down for cleaning there must not be
an interruption in the disinfection process.

We offer the following information in response to your review comments on the
referenced project.
The design has been modified to use the existing tablet chlorinator and dechlorinator as a
backup disinfection system in the event of a power outage. The switchover to the backup
disinfection system will be automatic during a power outage, due to the recirculation
pump station overflowing (no power for the pumps) to the backup system. In the event
of a lamp failure or loss of intensity, the specified U.V. intensity monitor will cause the
autodialer to call the Club's maintenance staff. The staff will then either clean or replace
bulbs, or operate two valves to divert the effluent through the backup
chlorination/dechlorination system.
Enclosed are two sets of revised plans (specifications are on the plans) for your review.

Please find enclosed three sets of plans (with equipment specifications �4nie p
addition of a U.V. disinfection unit at the wastewater treatment system for the Roaring Gap Club.
The U.V. unit is being installed to replace the existing chlorination/dechlorination system. This
change is being made in response to the Division's notification to Permittees that beginning July
1, 2002, Permittees must measure TRC with an instrument capable of analysis in the 10 to 15-
microgram per liter range. Rather than purchasing the equipment necessary for the low level
TRC measurement, the Club has decided to install ultra -violet disinfection.
As an authorized agent for the Club, I hereby request Authorization to Construct the
improvements indicated on the plans. Although these improvements will not be operational by
July 1, the maintenance staff for the Club should have the system operational within 60 to 90
days of receipt of the ATC. We request you allow the ORC to continue the current field testing
procedures until these improvements can be installed. If it is necessary to request an SOC to
prevent enforcement actions and penalties, we can make such a request; however, we hope to
have the improvements installed in a shorter time period than that usually required to obtain an
SOC.

Dear Mr. Phillips:
The initial review of the plans and specifications for the proposed UV system for Roaring Gap Club
Wastewater Treatment Plant has been completed. The Division . issued guidelines for Ultraviolet
disinfection systems in November of 2001. The following are part of the requirements of the new
guidelines and need to be addressed before we proceed with the issuance of the Authorization to Construct:
■ Since the discharge is to a class B stream, standby power or a chlorination/dechlorination back-up
system must be in place unless the permittee can demonstrate to the Director's satisfaction that, in the
event of a power outage,or lamp/unit failure, no untreated water will reach waters of the state. Please
provide information as to how this requirement is being met.
■ The system shall have an autodialer and audible/visual alarms or a way to alert the operator in
responsible charge in the event of a system failure or malfunction.
For specific information regarding the UV Guidelines go to our website at

requested information prior to September 19, 2002. Thank you in advance for your efforts in responding
