I am submitting this request because the permit no longer appears applicable to our operations. We do not raise fish in the water that is regulated under this permit. At some point in the past, our activities were apparently deemed similar enough to a fish farm to require coverage. However, our operations have changed over the years and while there is still a discharge point on our property, the discharge consists of unaltered water from a natural spring. The spring runs continuously at a rate of about 3 gallons per minute. The water flows through a series of concrete basins which are used to grow aquatic plants (elodea and duckweed). This is a totally self-sustaining system, and nothing is added to the water prior to discharge. The water is not treated in any way and the plants are not fed or fertilized. Therefore, the discharge should consist solely of natural spring water. After going through the concrete basins, the water is split with a portion going directly into a drainage culvert adjacent to Haggard Avenue and a portion going into an on -site pond, located at the intersection of Haggard Avenue and York Road. The pond is also used to grow aquatic plants (lily pads). Under normal conditions, the pond only loses water to evaporation. During periods of extremely high rainfall, the water may overflow through a drainpipe into the same drainage culvert as the spring water, however this occurs very infrequently. Based on this information and the recommendation included on your 9/7/2022 Inspection Report, I respectfully ask that Carolina Biological Supply Company no longer be regulated under this permit.
