Box 1325 Asheville, N.C. 28802 (828)-251-1900 (828)-251-1945 May 2, 2023 Mr. Landon Davidson Regional Supervisor NCDENR-Water Quality Section 2090 U.S. Hwy 70 Swannanoa, NC 28778 Re: NOV-2023-LV-0291 & NOV-2023-LV-0292/WQ0029233 Mr. Davidson, This letter is in response to your 4-27-23 letter to Bear Lake Reserve, Boto NC Properties LLC attached. NOV-2023-LV-0291 The TSS exceeded the monthly limit of 5 mg/L with a 7 mg/L in December 2022. The operator noted seasonal low flows and heavy suds on WWTP most likely caused a spike in TSS. The analytical results were not available with enough time to resample TSS to lower the monthly average. NOV-2023-LV-0292 The monthly and daily limits for BOD, TSS, and Fecal were exceeded in our January testing. These all were caused by heavy cleaners causing a toxic biological event in the WWTP that killed most of the bacteriological life. These events occurred in late December and early January. We introduced commercial microbes and seeded the WWTP to enhance the biological growth to healthy levels. We sampled as late as possible in the month to hopefully achieve compliance. The plant was in full compliance the following month. We have reached out to property managers to review cleaning products and laundry services to make sure these events will not happen in the future.
