8. PROJECT SUMMARY:
In order to replace the existing dilapidated 2-slip docking facility along Core Creek (ICW), the
applicant is proposing the construction of a 5-slip docking facility for the private use of 121
and 123 Intracoastal Drive near Beaufort and off of Highway 101.
9. NARRATIVE DESCRIPTION:
The subject properties are 2.17 acres combined, are located north of the Jarrett Bay Industrial
Park and along Core Creek (ICW). The Carteret County Land Use Plan classifies this area as
Rural with Services, with CAMA AEC's as Conservation. The applicant wishes to develop the
property with a private five -slip docking facility for personal use. The parcels are located at
121 & 123 Intracoastal Drive near Beaufort off of Highway 101 and adjacent to the Core Creek
ICW and to the south of the Highway 101 high rise bridge. The sites are developed with
singlewide mobile home units and a dilapidated docking facility in Core Creek. The uplands
primarily consist of upland lawn grasses and pine trees, bordered by Coastal Wetlands along
the shoreline. Upland elevations range from +3 to +6 feet msl. The waters of Core Creek are
classified as SA, not within a primary nursery area, do not have any submerged aquatic
vegetation and are closed to the harvest of shellfish. The bottom elevations within the project
area range from -3 to —9 feet nlw depending on location and have a bottom substrate of fine
silt. Proposed structures will be approximately 45 feet landward of the 80' USACE setback
from the AIWW. Core Creek has an approximate lunar tidal amplitude of +/- 3'. The applicant
is requesting a 5-slip docking facility for private use, originating from the center of the
shoreline of 121 Intracoastal Drive. This new docking facility would replace the existing
dilapidated docking facility on the property.
10. PROJECT DESCRIPTION:
The applicant is proposing a 5-slip docking facility for private use, originating from the center
of the shoreline of 121 Intracoastal Drive. This new docking facility would replace the existing
dilapidated docking facility on the property. The proposed 5'-wide (fixed) pier access would
originate on the high ground of 121 Intracoastal Drive. In order to access Core Creek, there
would be a 5' x 92' access above normal high water that would continue west towards Core
Creek and continue approximately 260' from normal high water while traversing the Coastal
Wetlands. In order to achieve sufficient water depths for the proposed docking facility, the
proposed facility would extend a max of approximately 127' waterward from the shoreline into
the 516'-wide waterbody and constructed approximately 45' landward of the USACOE channel
setback.
The applicant is proposing a 22' wide and 58' long wet slip, supported by 3 dolphins, on the
north side of the fixed pier. There would be a fixed L platform directing southwards at the
pier's terminus. This platform would be 9' wide and 33' long, with a 9' by T step-down at its
southern terminus. On the south side of the fixed pier, the applicant is proposing four 15' by 15'
boatlifts. The four slips would be supported by two 4' wide and 25' long finger piers. Also, on
the south side of and parallel to the fixed pier, the applicant is proposing an 8' by 24' floating
platform.
11. ANTICIPATED IMPACTS:
The proposed docking facility would shade/incorporate 1,190 ftz of coastal wetlands and

shade/incorporate 1,589 ftz of open water shallow bottom habitat. The increase in suspended
sediment and turbidity levels from the piling placement would be temporary, occur while the
piling placement is taking place and should be minimal given the bottom composition. The
proposed docking facility should not be a hindrance to navigation due to the fact all portions
would be located approximately 45' landward of the ICW. The proposed docking facility would
also meet the minimum 15' setback from the riparian access lines and not exceed a maximum
distance of 127' waterward from the edge of marsh or 273' from NHW. No SAV where observed
within the proposed platform and slip areas.
