There is currently a gravel road extending from Old Lupton Road to the 75' buffer zone. A cement boat ramp extends from the water
line approximately 25 inland. Overgrown Brick road has been exposed that leads towards Old Lupton Road.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
No extension of the historical vehicle access road inside of the AEC is being undertaken at this time. We are upgrading the safety and
usability of the boat ramp access to preclude any accidents or environmental impact due to failure to safely launch a vessel from the
boat ramp. By maintaining this access road we are mitigating impacts of it's use.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The overgrown grass will be removed and left to compost at a location on the property outside of the AEC. A new gravel road will be
installed along with underlayment to ensure the road does not shift under normal usage.

This permit is not for expansion or to include new usage of the land. This is only to maintain the boat ramp that has been in place for
over 50 years. This will not negatively impact the surrounding waters or land. This will only serve to increase safety helping to ensure
no accidental spills are made due to improper vessel launching.
