Re: Lake OaStcrl pipeline
Dear Secretary Lois D. CaghQ21:
The City of oxford, N. C. is a 20* owner of the Kerr
take Regional Water system, This system provides potable
water to the City of Henderson, City of Oxford and much of
warren County, N. C. The water intake for the ragional
system is located on Nutbush Creek, Kerr Reservoir which is
immediately upstream frdm Lake Gaston. Walter quality varies
with fluetuat?cns of the water level in Kern Reservoir.
Whi,1e Vii inia beach contends that the withdrawal of the
water will have no affect on the water levsl of Lake Castan
(which is kept constant by the release of waters from Kerr
Reservoir), the withdrawal of 60 million gallons of water per
day from Lake Gaston will Gauss adverse affects from
fluctuations of Kerr Reservoir and lower our quality of
water.
Kerr Reservoir is one of three man-made Lakes in the
United States which has natural revroductiQn of Striped Bass.
These striped bass not only replan ah Kerr Reservoir, but
also they are used to stock and restock lakes &11 over the.
Southeattern united statae. in order for .& successful spawn,
controlled flows from upstream Leesville Lake and smith
Mountain take are necessary to sutpendand carry the Striper
s oul go for for be a+ 72 hour period. Knowing this the entire Roanoke
Basin from for potential to the of Aibermarle
habitat.
The 100th U. S. Congress in the re-authors,;atlan of the
Atlantic Striped Bask conservation Act (H.R. 4124) found
reasons for the Albarmarle Roanoke Striped zass decline to
include "other human activities and environmental factors,
such es unsuitable water flow before, during and after
critical spawning periods, degradation of water, uby
pollutants; the impact of.mAtrophica.tion on the food ain,
and the istpact of changing land use activities."
In addition to th& Lake Gaston pipeline withdrawal,
