Dear Ms. Cobb:
On March 30th, 2023, Division of Water Resources staff Ron Boone conducted a follow-up
compliance inspection of your single-family residence wastewater treatment system at 4964
Stafford Mill Rd in Liberty, NC. You and your son, Jeff Cobb, and daughter-in-law, Connie Cobb,
were present during the inspection. A review of records and the treatment system was completed.
This review reflected non-compliance with the subject permit.
The following violations were noted:
1. No analytical monitoring of the effluent has been completed.
2. You did not provide documentation of required operation and maintenance activities, such as
pumping of the septic tank, checks of the chlorinator, etc.
3. You are not using wastewater grade chlorine tablets.
Other observations:
1. All annual fees have been paid.
2. You are familiar with the fact that you have a discharging wastewater treatment system at your
home.
3. You do know the approximate location of the septic tank and sand filter. You should have the
septic tank pumped out at least every five years if you are the only person living in the home.
4. The chlorinator's location is known and it did have chlorine in it at the time of the inspection.
You are not using the correct type of chlorine. You are using a swimming pool grade chlorine, the
primary ingredient of which is some type of isocyanurate. You should NOT use these tablets
because they are less effective and therefore more expensive and present even more danger than
the type of chlorine you should use. You should use a wastewater grade chlorine with the main
ingredient being calcium hypochlorite (approximately 60 to 70 percent). Be very careful when

handling chlorine and where face, eye, hand, and respiratory protection. If you touch the chlorine
with bear skin be sure to thoroughly wash the affected area immediately.
5. The discharge pipe was located. It discharges into the North Prong Stinking Quarter Creek. It is
located approximately 1,000 feet southwest of the home. There is a steel pipe marker stuck in the
ground about 20' from the discharge pipe.
6. There was no discharge from the pipe during the inspection. We could smell the chlorine in the
pipe.
7. You are aware of the discharge permit (NCG500000) and certificate of coverage (NCG550202).
8. You are reminded the general permit requires annual testing of the treatment system's effluent
as specified in the general permit.
9. If you experience issues with the home's plumbing system, it may be due to improper operation
and maintenance of the treatment system.
You are reminded that the Division may take enforcement action against any permittee who fails
to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143- 215.
6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed
against any person who violates or fails to act in accordance with the terms, conditions, or
requirements of any permit issued pursuant to G.S. 143-215. 1.
