Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The ferry ramps on the south end of Ocracoke (Silver Lake Harbor) are used to load and un-load vehicles coming to and from Ocracoke. The NPS visitor center, NC Center for the Advancement of Teaching and Ferry Division visitor center and employee dormitory are all located on the adjacent property. 4b. Explain the purpose of the proposed project:* The North Carolina Department of Transportation (NCDOT) Ferry Division is requesting authorization to install four H-Piles adjacent to the Ocracoke Silver Lake ramps. The gantries have been experiencing destabilization that is causing them to tilt forward, away from the land. This presents both operational and safety risks that the Ferry Division is proposing to remediate through the installation of four H-Piles. The ramps are not scheduled to be replaced for at least 5 years so stabilizing the existing gantries is a necessary measure. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * An H-Pile would be installed on each side of the two ramps. The 50' steel H-Piles would be installed approximately 10-15' landward of the gantries, in line with the counterweights/legs, and driven until 5' was remaining above the NHW level, or to refusal. If refusal is met but adequate depth is achieved the top of the pile would be cut so that 5' is remaining above the NHW level. A vibratory hammer would be utilized to install all four piles. If a pile resists being driven by the vibratory hammer alone a portable jet hose may be used to assist in driving the pile through hard sand to reduce vibration and help direct the pile downward. This is the methodology that the Ferry Division has followed during the installation of piles in the past. The NC DOT Skyco crane barge would be used to level the ramp gantries. Once they were level, a steel I-beam would be welded on to the face of the H-Pile above the water line, and to the gantry below the counterweight. All work would be completed by the Ferry Division Marine Maintenance Unit and the Division 1 Bridge Maintenance Yard. The work would take place between June 1 and June 14, 2023. 5. H-Piles were selected, in part, due to the fact that they are driven more easily and displace less material than other types of piles. 1b.
