Snider, Regional Supervisor Water Quality Regional Operations Section Winston Salem Regional Office Division of Water Resources Subject: Notice of violation & intent to issue civil penalty Tracking No. NOV-2022-DV-0227 Randleman Collection System Collection Permit No. WQC500099 Mr. Snider, CITY ADMINISTRATION WILLIAM JOHNSON City Manager VACANT Finance Director CONNIE CROSS Interim City Clerk On August 18, 2022 the City of Randleman (the City) received a Notice of Violation (NOV) related to the above tracking number. This letter responds to the NOV issued to the City of Randleman and the Randleman Collection System. Attached with this letter is a copy of the 2022 manhole inspections report that were completed prior to the Sanitary Sewer Overflow (SSO). During the May 25, 2022 inspection there was no gravel or other debris found in manholes #1281 through #1274 where the overflow occurred. The SSO occurred on June 2, 2022 and was alleviated within one hour and 15 minutes of its discovery. Routine maintenance and cleaning of this area of the system was conducted on March 1, 2022 which included jetting of the line. On June 3, 2022 inspections were made of the manholes upstream from this occurrence and no indication of gravel infiltration had occurred from these locations. This leads staff to believe that this was an irregular event likely caused by vandalism or natural event. The City routinely works to educate the public on the dos and don'ts of what is appropriate and not appropriate to place into residential and commercial drains. The City places education information on social media, the City's website and places educational inserts into utility bills. To remedy this type of occurrence in the future staff is currently reviewing our inspection schedule to see if changes in frequency in known problem areas or an increase in routine maintenance in these areas is necessary. We feel that a civil penalty will only hinder our efforts to make upgrades and improve our system. Additionally, further financial burden on our system will only make it harder for us to responsibly operate our system and maintain compliance. Because of our efforts and the potential financial burden, I respectfully ask that you consider not issuing a civil penalty. If you have any questions, please contact me.
