On November 6, 2022 the City of Randleman (the City) received a Notice of Violation (NOV) related to the above
tracking number. This letter responds to the NOV issued to the City of Randleman and the Randleman Collection
System. The SSO occurred on September 30, 2022 and was alleviated within one hour of its discovery. This event
was caused by the events surrounding hurricane Ian. Many areas of the City of Randleman lost power multiple
times throughout the day on September 30, 2022 and experienced heavy rainfall totaling .9 inches in less than 3
hours.
We feel that a civil penalty will only hinder our efforts to make upgrades and improve our system. Additionally,
further financial burden on our system will only make it harder for us to responsibly operate our system and
maintain compliance. Because this was a one-time event caused by a natural disaster and the potential financial
burden, I respectfully ask that you consider not issuing a civil penalty. If you have any questions, please contact
