The City has received the notification to issue civil penalties for the SSO's that occurred in the month of
November 2020. Incident numbers 202002958 and 202002959 were due to excessive rain. Starting on
November 9" we had .05 inches of rain. On the 10'h we had .28 inches. On the 111" .50 inches. On the
12" we had 2.45 inches fall in a very short period of time. We are in the process of locating the source of
the problem. The City installed I- trackers during rain events to gauge where the infiltration is located.
The Wooten engineering firm was hired to perform the analysis. I have included pictures of the survey
and can send you the results if needed. The total project cost for upgrade was around $1.8 million. We
are trying our best to rectify this situation.
Incident number 202003329 was the result of a retaining wall supporting a small bridge falling on an
exposed sewer line. I have supplied pictures of this as well. The City has contracted Marziano
Engineering to assess the bridge and its structural integrity. The City replaced that section of pipe and
cleaned the site. There was no way to predict this occurrence.
These incidences were not from sources of dereliction. We are working to resolve our inflow and
infiltration issues. The City was also unaware that there was any structural damage to the bridge on N.
Stout. We took care of these incidences in a timely fashion and reported them as required. If you need

A review has been conducted of the self -reported Sanitary Sewer Overflows (SSO's) 5-Day Reports submitted by
City of Randleman. The Division's Winston-Salem Regional Office concludes that the City of Randleman violated
Permit Condition I (2) of Permit No. WQCS00099 by failing to effectively manage, maintain, and operate their
collection system so that there is no SSO (Sanitary Sewer Overflow) to the land or surface waters and the SSO
constituted making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit is
required by G.S. 143-215.1.
The Winston-Salem Regional Office is providing the City of Randleman an opportunity to provide evidence and
justification as to why the City of Randleman should not be assessed a civil penalty for the violation(s) that are
summarized below:

Deep River Outfall Cost Opinion
yyhen 1 presented to council I said the difference in cost between going to 15` verse 18" was a Mite over 5200,000 that
wasassuming the same starting and ending point as the 15" line. Which was to replace the 10" and 12" portion of the
f oulfall
There is a section of existing 15" that is downstream of what was proposed to be replaced that you may want to go
ahead and replace with 18" since the upstream section will be 18". This would add about 734' of line to the protect or
another $265.000, for a total protect cost of about $1.8 mil.
Looking through the report this 15" has an available capacity of about 939,000 gpd If we replace the first reach
downstream (385') the available capacity would increase to about 1,289,000 gpd. Replacing all of the 15' with 18'
would increase the available capacity to about 1,614,000 gpd.
Would you like to include replacing all 15" or stop at MH 1442 which is the end of the existing 12" tire? Sorry for the
