I did not visit the project site but am generally familiar with the wildlife resources in the area. Comments on the application from the North Carolina Wildlife Resources Commission (NCWRC) are offered in accordance with applicable provisions of the state and federal Environmental Policy Acts (G.S. 113A-1through 113-10; 1 NCAC 25 and 42 U.S.C. 4332(2)(c), respectively), the Clean Water Act of 1977 (33 U.S.C. 466 et seq.), and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The project will impact small streams and wetlands in the upper Lowery Mill Creek (WS-III) watershed. Sensitive or rare aquatic species are not expected in the project area based on available information. The NCWRC does not recommend any project modifications or special permit conditions. However, shortly after installation we recommend evaluating the inlet protection at Site 1 relative to the stream channel and adjacent wetland that extend upstream. Though unlikely, minor adjustment of the rip rap in the channel, or filling of the rip rap voids with smaller -sized material, may be needed if unanticipated channel or water surface lowering occurs.
