Hanes Mill Road, Suite 300 Winston-Salem, NC 27105 Re: Sanitary Sewer Overflow Civil Penalties Incident #202201317 Dear Mr. Snider: - NC Department of Environmental Quality .ta Received NOV 21 2022 Winston-Salem Regional Office This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the Notice of Intent to Enforce Civil Penalty for the sanitary sewer overflow (SSO) Incident #202201317 due to pipe failure. On August 18, 2022, at 1pm, an SSO occurred at 531 Harper Street in Winston-Salem. Our root control contractor notified Utilities Field Operations of a break in the sewer main above Little Creek. Our crew plugged the sewer main upstream of the break and isolated the problem by 4:30pm. One contractor vacuumed the manhole and another made a temporary repair. Utilities staff ran fresh water into the creek for 14 hours to dilute the overflow. The area was cleaned following standard protocol and a contractor was immediately summoned to make a permanent repair. WSFC Utilities has consistently reduced SSOs since launching our Collection System Improvement Program in 2016 and has strategies designed to increase our high level of performance. Our 2021-2022 fiscal year had the lowest number of SSOs since reporting began in 1999 with a total of 55 reportable and non -reportable spills.
