This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the Notice of
Intent to Enforce Civil Penalty for the sanitary sewer overflow (SSO) Incident #202201180 due to pipe
failure.
On July 22, 2022, at Sam, an SSO occurred at 3051 Lowery Street in Winston-Salem, a lift station in our
wastewater collection system. Our first responders determined that a force main pipe failure was the
main contributor to the overflow. Utilities staff were on site and valved off the section of force main to
isolate the problem. The spill was stopped within ten minutes.
A vacuum pump truck was used to recover approximately 6,000 gallons of untreated wastewater from
the ditch leading to the creek. The area was cleaned following standard protocol and a contractor was
immediately summoned to make a permanent repair.
WSFC Utilities has consistently reduced SSOs since launching our Collection System Improvement
Program in 2016 and has strategies designed to increase our high level of performance. Our 2021-2022
fiscal year had the lowest number of SSOs since reporting began in 1999 with a total of 55 reportable
and non -reportable spills.
