The incident was a direct result of residential grease, wipes andand r� . On May 26, 2020 at 3:00pm, an SSO occurred in a wooded outfall approximately 50 feet downstream of an apartment complex. Upon arrival, our crews cleaned seven upstream lines discovering very heavy amounts of wipes, as well as residential grease and roots. The SSO lasted until 7:30pm that evening. Bypass pumps were set up at the site because the line continued to surcharge. After cleaning, we CCTVed the lines and confirmed there was no damage and no remaining deposits. WSFC Utilities staff attributes the sanitary sewer overflow on May 26, 2020 to heavy amounts of wipes and grease from nearby apartment complexes. Tree roots also contributed to the 550. Can the Grease and No Wipes in Pipes literature and promotional items were distributed to homes near the spill site. WSFC Utilities continues to make progress minimizing SSOs and has the proper programs in place to continue our high level of performance. While we are required to clean 10% of the system each year, a total of 393 miles were cleaned, which is 22% of the 1,780-mile gravity wastewater collection system. Of those 393 miles, 303 miles (77%) in the system were proactively cleaned by in-house and contracted crews. Our team has a system to schedule more frequent cleaning for areas with higher incident levels. In addition to this successful strategy, our new No Wipes in Pipes campaign is gaining awareness with extensive coverage by local media. We are confident this outreach effort is making an impact. The incident was a result of inflow and infiltration caused by severe natural conditions. Normal precipitation at Winston-Salem Airport for the month of May is 3.27 inches. In May 2020, 6.56 inches fell and 4.34 inches of that was during the May 19-22 storm event. Rain began falling on May 19 and did not subside until May 22. Gage height information for Abbotts Creek (Lexington) and the Yadkin River (Yadkin College) indicate up to 15.6 and 19.3 feet in stream level rise during the rainfall period. This heavy rain caused Muddy Creek to flood well outside of its banks. On May 21, 2020 at approximately 2:0Opm, during the storm event, Utilities Field Operations was notified that a manhole near Muddy Creek Wastewater Treatment Plant was submerged in floodwater. Due to a substantial increase in inflow and infiltration, wastewater overflowed the sewer main, rose up out of the manhole and mixed with the floodwaters. The Division's Winston-Salem Regional Office concludes that the City of Winston-Salem violated Permit Condition I (2) of Permit No. WQCS00003 by failing to effectively manage, maintain, and operate their collection system so that there is no SSO (Sanitary Sewer Overflow) to the land or surface waters and the SSO constituted making an outlet to waters of the State for purposes of G.S. 143-215.1(a)(1), for which a permit .' is required by G.S. 143-215.1. Pursuant to G.S. 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. This office requests that you respond to this Notice, in writing, within 10 business days of its receipt. In your response, you should address the causes of non-compliance, remedial actions, and all other actions taken to prevent the recurrence of similar situations. The response to this correspondence will be considered in this process. Enforcement decisions will also be based on volume spilled, volume reaching surface waters, duration and gravity, impacts to public health, fish kills or recreational area closures. Other factors considered in determining the amount of the civil penalty are the violator's history of non-compliance, the cost of rectifying the damage, whether the spill was intentional and whether money was saved by non-compliance.
