REQUEST FOR MORE INFORMATION
Dear Mr. Stevens:
DWQ Project # 07-1288
Beaufort County
On July 26, 2007, the Division of Water Quality (DWQ) received your application for a CAMA Major
Development Permit proposing the construction of 160 linear feet of bulkhead with associated backfill. The
DWQ has determined that your application is incomplete and requests the following additional information in
order to process your application. Therefore, unless we receive the additional information requested below, we
will have to move toward denial of your application as required by 15A NCAC 2H .0506 and will place this
project on hold as incomplete until we receive this additional information. Please provide the following
information so that we may continue to review your project.
Additional Information Requested:
1. Application of Tar-Pamlico Buffer Rules
Construction of the proposed bulkhead will require the restoration of the 50 foot riparian buffer in
accordance with 15A NCAC 02B .0259 Tar-Pamlico Buffer Rules. It is required that the applicant
receive Authorization Certification and Buffer Restoration Plans be submitted to this Office for approval.
Riparian Buffer Restoration
In accordance with 15A NCAC 02B .0260 (9), (d-g) it is requested that the applicant submit the
following items for a buffer restoration plan:
(i) A map of the proposed restoration or enhancement site.
(ii) A vegetation plan. The vegetation plan shall include a minimum of at least two native hardwood
tree species planted at a density sufficient to provide 320 trees per acre at maturity.
(iii) A grading plan. The site shall be graded in a manner to ensure diffuse flow through the riparian
buffer.
(iv) A fertilization plan.
(v) A schedule for implementation.
Within one year after the Division has approved the restoration or enhancement plan, the applicant
shall present proof to the Division that the riparian buffer has been restored or enhanced. If proof is not

presented within this time frame, then the person shall be in violation of the State's riparian buffer
protection program.
Authorization Certification and Buffer Restoration Plans should be submitted to this Office for approval.
Please respond in writing within three weeks of the date of this letter by sending this information to Mr. Roberto
Scheller of the DWQ Washington Regional Office. If we do not hear from you within three weeks, we will
assume that you no longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
this time) by the DWQ. Please call Roberto Scheller at 252-948-3940 if you have any questions regarding this
