At the site visit, EBX -EM, LLC (EBX) provided DWR with vegetation monitoring data documenting the results of the Year 3 moiitoring. According to the credit release letter dated September 5, 2014, Mr. Kulz determined that Conservation Easement #1 had sparse trees and the trees present were small, likely due to the dense growth of fescue throughout this portion of the site. Conservation Easements #4 and #5 were very sparse, and trees were quite small. These areas totaled 5.35 acres of buffer restoration that were determined to not be successful. Corrective action was recommended to increase survival of planted stems and supplemental planting was warranted prior to the remainder of credits being released. On April 7, 2015, Katie Merritt with the DWR, visited the subject site with Aaron Speaks with EBX, now a subsidiary of Resource Environmental Solutions, LLC (RES), to confirm supplemental plantings were implemented. According to information provided to Ms. Merritt from Mr. Speaks, EBX planted about 3,000 stems across the 5.35 acre problem areas located within Conservation Easement Areas 1, 4, and 5. Mr. Speaks also provided Ms. Merritt with a list of the species that were planted. As a result of the site visit, Ms. Merritt was able to confirm that the site was adequately replanted. However, it was also determined, that since Conservation Easement Areas 1, 4, and 5 required a substantial amount of replanting, additional monitoring may be warranted. However, at this time, Ms. Merritt determined to evaluate this component when the Year 4 monitoring report is submitted. Therefore, 10% of your generated nitrogen offset credits (0.1 x 12,150.55 = 1,215.05 lb -N) and 10% of your generated phosphorus credits (0.1 x 783.24 = 78.32 lb -P) are now released. Generated credits are credits that have not been applied to the appropriate delivery factor. • The delivery factors applied to this bank due to its location in the 14 -digit HUC 03030002060070 • y are 40% for nitrogen and 19% for phosphorous. Therefore, the total amounts of delivered nutrient offset credits for this 10.18 acre site are 9,251.69 lb -N and 283.04 lb -P. By copy of this correspondence, 10% of your delivered nitrogen offset credits (0.1 x 4,860.3 = 486.03 lb -N) and 10% of your delivered phosphorus credits (0.1 x 148.8 =14.88 lb -P) are now available for sale. Please update your credit ledgers accordingly. Please note that only the delivered =nutrient offset credits can be sold from this bank and used for impacts in the Upper New Hope Arm of Jordan Lake within the Cape Fear River Basin.
