Staff Report:
Staff report received from RRO (Jane Bernard) on 1 /13/2023. RRO recommends issuance.
Alternatives Summary (EAA):
Connection to an Existing Wastewater Treatment System
o Orange Water and Sewer Authority indicated that the property is not within its service
area, Connection to the existing sewer would require an extension of approximately 1,400
linear ft. from the property. At $100/foot of installation cost, the estimated costs would be
approximately $140,000, plus additional cost of the pump station, potential tap or sewer
capital fees, road repair costs, frontage fees and fees for right-of-way permits.
Land Application
o Orange County Environmental Health Department issued a denial letter on 8/23/2022
indicating that the site is unsuitable for installation of a ground absorption sewage system
and disposal (septic) system due to unsuitable soil characteristics and unsuitable wetness
conditions.
o Agri -Waste Technology, Inc. performed a soil evaluation and indicated that the soils on
the property are unsuitable for subsurface and surface application wastewater systems de
to shallow wetness conditions, shallow depth to saprolite, and insufficient space.
Wastewater Reuse
o The existing residential plumbing infrastructure does not allow for reuse in the existing
residence. It is not feasible to consider using reclaimed water on the site or becoming a
bulk distributor of reclaimed water.
Direct Discharge to Surface Waters
o The United States Geological Survey indicated that the 7Q10 and 30Q2 are assumed to
be 0 since the site is well below the drainage area threshold.
Combination of Alternatives
o There are no viable combinations of the above due to soil and cost limitations.
