The DVVK has considered the provided information. Based on the reasoning for wanting to use class ||,the fact that it will
be buried, and that the slopes will be rather steep the DWR is alright with what is being proposed. Thank you for the

Please see my hydraulics engineer James Rice's email below which addresses NCDWR's concerns. I have attached the
Roadway Plans which do show the longitudinal stream profile on the grid on sheet 4. 1 believe our stream profile looks
quite similar to the sketch in Alan's email below. Sheet 2 of the plans shows the details of the rock step downs. Let me
know how you'd like to proceed or if you want me to pass this information on to Alan Johnson.

Dominic, the existing slope upstream of the project for this stream is approximately 1.5%. The existing slope of the
stream that runs along the existing roadway is closer to 2.5 or 3%. Somewhere along the way, the stream was
straightened and steepened to accommodate the construction of the road. This is why we have the severe head cutting
propagating upstream along the roadway. We discussed several options in the field and decided that the best way to
minimize potential for headcutting in the future would be to embed rip rap to produce a stepped effect in the stream. We
chose the larger rip rap to help provide better protection, and ultimately it wouldn't make much difference to how it looks
since the rip rap would be embedded. Smaller rock can be utilized, but may not be effective especially in the sections of
10% grade we are using to step down. The step downs are comprised of a 10% grade drop over a 15 ft distance (1.5 ft
step down). We needed a total of 3 of these to get to a longitudinal profile for the stream that we felt comfortable
with. To address Alan's concern of showing the profile, it is located on the roadway set of plans, which was not included
in the permit package per the permit guidelines. We can include the profile sheet in the permits if needed. We feel that
given the unnaturally steep slope of the existing stream, the design we have provided gives the best chance of a stable
system that reduces construction cost as well as long term maintenance cost.

For that stream, I think the class II is overkill. It is a small stream upgradient. Wouldn't well embedded class 1 work? It
might be good to provide a longtitudinal profile.

Attached you will find a stormwater management plan and permit drawings for the Windy Hill Road bridge replacement
that we met on some time ago. The current plan is to go with an IP to replace the bridge with a culvert and relocate the
stream that runs along the roadway.
Would you mind taking a look at the impact sheet and letting me know what you would require mitigation for? I would
like to take that number and pursue the In-Lieu Fee mitigation prior to submitting the complete package to you.
