River Basin: Roanoke Stream Name: UT to Smith Creek oo Lat, Long: 36.45341N, -78.24710W HUC: 03010106 NCDENR-DWQ Index Number, Stream Classification: 23-10, C Existing structure: 1@36” and 1@18”24 pipes that 44ft long with stone headwalls to either end. This structure has failed causing the inlet shoulder and slope to collapse. Proposed structure: 48” aluminum pipe that is 44ft long. The new pipe will include a junction box with grate and frame on the inlet end and a headwall on the outlet end. The junction box will collect water from the pond spill pipe as well as runoff water from the proposed newly piped ditch sections. Note the existing concrete ditch will become piped sections of ditch. The area surrounding the junction box will then be backfilled and vegetated. Dewatering: The spill pipe from the pond will be plugged temporarily during construction. Sandbags will be installed at the head of the ditch line on the SE quadrant. Also sandbags will be placed in the inlet of the pipe under the farm path for containment. A clean water pump with be used intermittently to pump around any pond water that builds up. This water will be returned to the creek downstream of the work area and allowed to flow over plastic as a dissipator. A mud pump and a silt bag will be used to treat any disturbed water within the work limits. Note: Impervious dike materials used for dewatering will be in place for as long as necessary, but will be removed once site is stabilized. Permanent impacts: no new surface water fill is proposed with replacing the existing pipes with a new one pipe of the same length. Minimal amount of rip rap underlined with geotextile may be necessary along the bank/slope at the outlet end of the new pipe. Temporary impacts: none, dewatering length matches existing pipe length. 1 Protected species information: This crossing is too small to support protected mussels. A biological conclusion of No Effect was rendered for the Dwarf wedge mussel and the Tar River spinymussel based on lack of suitable habitat. Buffer Impacts: No protected riparian buffers will be impacts since this protected is within the Roanoke River Basin. For maintenance sites such as this one, NCDOT Division 5 has a procedure in place to provide our construction crews with print outs of the general conditions along with a letter head cover sheet explaining the intent to operate under a non-reporting permit as long as all applicable conditions are met. Oversight from both the Environmental Staff and REU Field Operations Unit will ensure compliance with the permit conditions are met and that standard BMPs are followed. This work is scheduled to begin sometime within the next couple of months. Heather W.
