The above project qualifies for Nationwide Permit 3 authorization. This permit authorizes replacement of two
existing culverts under NC Highway 12 approximately 300 feet north of the intersection of NCSR 1433 and NC Highway
12 in Salvo, Dare County, North Carolina. Please see the attached authorization and conditions for NWP #3. As stated in
the permit conditions, the new culverts must be buried 12 inches below the substrate.
