SFR Reclaimed Water System Wake County Dear Mr. and Mrs. Miller: Division of Water Resources’ Central and Regional staff have reviewed the application package received February 16, 2023. However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on May 19, 2023. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant’s responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through E, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). The RWS-R 02-21 form is typically used for larger systems than single-family residences. As such, the question concerning the Operational Agreement was not clearly worded for reclaimed water systems serving single-family residences where the applicant is the property owner. Please complete the attached Operational Agreement that pertains to single-family residence wastewater treatment and irrigation systems. Please note that all deeded property owners must sign the agreement. D. Compliance Schedules: 1. The existing permit issued on February 13, 2018 included several compliance conditions (found under Section I. Schedules). Conditions I.1, I.2, and I.3 have been met based on records found within our database; however, it is unclear whether Condition I.4 has been met. Condition I.4 requires the following: Within 90 days of the effective date of this permit or prior to the sale of the property located at 2025 Cadenza Ln., Raleigh, NC, whichever comes first, the Permittee shall submit a copy of a modified property deed registered with the Wake County Register of Deeds stating that the reclaimed water generation and utilization system permitted for this residence shall maintain a non-discharge permit with the State of North Carolina. The deed shall state that this residence includes a reclaimed water generation system and non-conjunctive reclaimed water utilization system (Permit No. WQ0036557), the Permittee (landowner) shall designate and employ a North Carolina certified operator in responsible charge (ORC) to perform maintenance and fulfill monitoring requirements on the system, the system is subject to inspection by Wake County and the Division of Water Resources, and the Permittee shall be responsible for any permit violations. [ l5A NCAC 02T .0108(b)(2)] Please provide a copy of the modified property deed, as described in Condition I.4 of the existing permit, and include the Wake County Register of Deeds Book and Page information. E. Operation & Maintenance Plan: 1. During the site visit, our Regional Staff noticed that the facility’s Operation & Maintenance Plan described an ultraviolet disinfection system and not the tablet chlorination system that was permitted and installed. Please revise the Operation & Maintenance Plan to describe any necessary operation and maintenance activities for the installed tablet chlorinator disinfection system. If the tablet chlorinator has been replaced by an ultraviolet disinfection system, then please submit a permit modification using form RWG 06-16 and appropriate engineering documents.
