Pinkston – Plant Manager Consolidated Diesel Company 9377 US 301 North Whitakers, NC 27891-9641 Subject: Pre-Startup Inspection Permit Number: WQ0040079 Consolidated Diesel Company Waterhub Reclaimed Water Generation and Conjunctive Utilization System Nash County Dear Steven Pinkston, On March 31, 2023 Chris Smith of the Raleigh Regional Office conducted a pre-startup inspection of the Consolidated Diesel Company Waterhub - Reclaimed Water Generation and Conjunctive Utilization System – Permit No. WQ0040079. The purpose of this inspection was to ensure compliance with the subject permit. During the inspection the cooperation and assistance of Miriam Espinoza and Rodney Freeman was helpful and appreciated. This compliance evaluation inspection consisted of the following: •Review of the permit; •Review of the owner/facility information; •On-site inspection of system components The current permit was issued December 21, 2022 and expires May 31, 2024. The permitted system consists of the continued operation and subsequent replacement of: two 2,400 square meter (m2) polymeric membrane bioreactor (MBR) units; two 5 .0 horsepower (hp) blower motors and all associated piping, valves, controls, and appurtenances; to be replaced with the construction and operation of: two 480 m2 ceramic MBR units with 80 ceramic membrane modules each; two 7.0 horsepower (hp) blower motors; and all associated piping, valves, controls, and appurtenances; the continued operation of a reclaimed water generation system consisting of: an influent screen with flow meter; two 175 gallon per minute (GPM) grinder pumps; two automatic screens with 2-millimeter (mm) openings; a 71,125 gallon anoxic basin with two 2.8 hp mixers; a 113,000 gallon aeration basin with two 675 cubic feet per minute (CFM) blowers; a 65,000 gallon aeration basin (hydroponic tank) with a 337 CFM blower; two 10,533 gallon membrane tanks with two 111 CFM membrane blowers; two 52 GPM permeate pumps, two 34 GPM permeate transfer pumps, and a 1,200 gallon permeate tank; three 2 gallon per hour (GPH) sodium hypochlorite feed skid systems; a 2 GPH citric acid feed system; a 2 GPH anti-sealant feed system; a 2 GPH ammonia feed system; a reverse osmosis (RO) filtration system with two 60.3 GPM RO booster pumps, and an 80 GPM RO clean- DocuSign Envelope ID: 3991DA16-FFE4-44E6-9383-0C4C25279E2B WQ0040079 Nash April 19, 2023 Page 2 of 2 North Carolina Department of Environmental Quality  Division of Water Resources  Raleigh Regional Office 3800 Barrett Drive  1628 Mail Service Center  Raleigh, North Carolina 27699-1628 919.791.4200 in-place (CIP) pump; a 250,000 gallon chlorination tank; two 417 GPM recycle/wasting activated sludge pumps; a 2 GPH sodium hydroxide feed system; a 2 GPH aluminum sulfate feed system; a 30,000 gallon aerobic digester; a 17 GPM utility water pump; two turbidimeters; an effluent flow measuring device; and all associated piping, valves, controls, and appurtenances; and the continued operation of a conjunctive utilization system consisting of: a ground storage tank; a pump house; and all associated piping, valves, controls, and appurtenances for use of the reclaimed water in a cooling tower. At the time of the inspection the reclaimed water generation and conjunctive utilization system appeared to be well maintained and in compliance with the requirements of permit WQ0040079.
