License Article 402 approved Duke Energy’s Dissolved Oxygen Compliance Implementation Plan (Compliance Plan), filed with FERC on January 20, 2012, to meet the water quality monitoring requirements outlined in Sections III.A.2 and III.B.2 of the 401 Water Quality Certification (WQC) issued by the North Carolina Division of Water Resources (NC DWR). This report fulfills the annual water quality compliance reporting requirement outlined in the WQC for monitoring conducted in 2021. The data reported here conform to requirements outlined in the Compliance Plan, Section 8.0 – Compliance Monitoring and Reporting (Progress Energy Carolinas, Inc. 2012). 2.0 Compliance Monitoring As required in the Compliance Plan, the following parameters were measured at 15-minute intervals from May 1 through November 30, 2021, in the tailwaters of the Tillery and Blewett Falls Developments: • Dissolved oxygen (DO), mg/L • Water temperature, oC • Gage height (river stage), feet Measurements were carried out by the United States Geological Survey (USGS) as required by Section 7.0 of the Compliance Plan, at the following locations: Development USGS Station Number USGS Station Description Tillery 0212378405 Pee Dee River at Highway 731 below Lake Tillery near Norwood, North Carolina Blewett Falls 0212880025 Pee Dee River below Powerhouse Dam near Pee Dee, North Carolina 2 3.0 Compliance Reporting Results reported here are based on approved data provided to Duke Energy by USGS after their final quality assurance review, as specified in Section 8.0 of the Compliance Plan. This report and the associated Excel file provide the following results for data collected May 1 through November 30, 2021: • DO and water temperature recorded at 15-minute intervals • Daily minimum, average, and maximum DO values • Daily minimum, average, and maximum water temperature values Calculations for percent DO saturation (% saturation) along with DO, water temperature, and gage height (river stage) data measured at 15-minute intervals at the USGS monitoring locations described above are reported in the Excel file associated with this report: Yadkin-Pee Dee Project Water Quality Data 2021.xlsx. Daily minimum, average, and maximum DO concentration and water temperature data are reported in Table 1 for the Tillery Development and in Table 2 for the Blewett Falls Development. Daily minimum and average DO values are graphed for the Tillery Development in Figure 1 and for the Blewett Falls Development in Figure 2. Daily minimum, average, and maximum water temperature values are graphed in Figure 3 for the Tillery Development and Figure 4 for the Blewett Falls Development. Data Recovery Water temperature, DO and gage height were measured at 15-minute intervals, generally resulting in a total of 96 observations per day. Overall recovery rates for approved continuous DO monitoring data collected during the 2021 period were 99.3% for both the USGS station at Blewett Falls Development (USGS No. 0212880025) and USGS station at Tillery Development (USGS No. 0212378405). For both water quality stations, routine calibration and replacements of the monitoring instrumentation by USGS field staff typically resulted in no more than one or two missing observations per event. However, in the other instances of missing observations, the sonde communications with the radio transmitter was briefly interrupted when transmitting data resulting in a null value recorded (i.e., missing value) (Tables 1 and 2). The USGS installed new In-Situ Aqua Troll 600 Multiparameter sondes equipped with Aqua Troll 0063450 RDO sensors for compliance water quality monitoring in April 2021. This equipment replaced 3 the previous sondes deployed at the monitoring sites, as specified in Section 7.2 of the Compliance Plan (i.e., YSI 600 OMS V2 sondes equipped with YSI 6150+ ROX Optical DO Probes). Table 3 documents the dates during the monitoring period when the USGS performed routine calibration and maintenance of the field instrumentation. 3.1 Compliance with Water Quality Standards The WQC issued by NC DWR (Appendix A of the New License) specifies that DO concentrations in Project tailwaters will comply with the applicable North Carolina water quality standards which are as follows (NCDENR-DWQ 2007): Standard for instantaneous DO concentration, minimum: 4.0 mg/L Standard for daily (24-hour) average DO concentration, minimum: 5.0 mg/L During the spring of 2021, DO compliance at Blewett Falls Hydro Station via draft tube venting was re- initiated with the restoration and return to service of Units 1-5 during October and December 2020 and Unit 6 during April 2021.1 All six generating units for the Blewett Falls Hydro Station were available in 2021 to provide draft tube aeration to meet DO compliance requirements. Daily Average DO Standard During the monitoring period (May 1 - November 30, 2021), the daily average DO concentrations in the Tillery Development and Blewett Falls Development tailwaters remained above the state standard of 5.0 mg/L (Figures 1 and 2). Instantaneous DO Standard During 2021, the instantaneous DO concentration (4.0 mg/L) in the tailwaters of the Tillery Development was met for the majority of the compliance monitoring period except for one brief 15-minute period on August 3 (3.8 mg/L at 07:00 hours) (Figure 1). Duke Energy verbally notified the NC DWR of the deviation on August 3 and filed a letter with FERC and the NC 1Letter to Secretary Bose, dated April 7, 2021, RE: Duke Energy Progress, LLC, Yadkin -Pee Dee River Hydroelectric Project No. 2206, Update on Blewett Falls Development Restoration Schedule (Unit 6). 4 DWR on the same date.2 In the August 3 letter, Duke Energy reported two 15 minute deviations of 3.5 mg/L and 3.9 mg/L at 0700 and 0715 hours, respectively. However, the USGS cleaned and calibrated the sonde on August 4 and the corrected data resulted in the one DO value below the instantaneous level (Table 3). Duke Energy indicated this deviation was a result of aquatic plant respiration in the tailrace during early morning hours with cloudy overcast conditions. The power plant was not operating at that time to provide aeration via the liquid oxygen injection system with only tailrace flow provided by the dam crest gate to meet the minimum flow requirements. Upon recognizing the DO deviation, plant operators took quick action to provide aeration via start-up of Unit 4. No adverse environmental impacts were observed during the brief 15-minute DO excursion. Two mitigative actions were implemented as result of this deviation: 1) the crest gate lowered from 800 cfs to 500 cfs at 0700 hours instead of 0600 hours to allow for additional sunlight to increase aquatic plant photosynthesis and subsequent DO concentrations in the power plant tailwaters and 2) the upper DO low alarm limit moved from 4.9 mg/L to 5.2 mg/L to allow for additional time to make power plant operational changes to enhance decreasing DO concentrations. A lower DO low alarm remains in place at 4.5 mg/L. Additionally, it was discussed with the plant operators to be aware of cloudy weather conditions, particularly during early morning hours, that might affect DO concentrations from aquatic plant respiration. The FERC responded to Duke Energy on January 10, 2022, regarding the deviation noting the conditions surrounding the event and the mitigative efforts.3 Furthermore, FERC stated the deviation was not considered a violation but would be made a part of the compliance history of the project.
