This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0060844. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". The following compliance issues were noted during the inspection: 1. Bar Screen: The bar screen is not adequately screening debris. This is resulting in an excess of floating solids throughout the plant. It is recommended to install a bar screen with grates that are closer together. 2. Secondary Clarifier: At the time of inspection, one of the two skimmers was operating poorly. This is contributing to the excess floating solids throughout the plant. It is recommended that the skimmer be repaired or replaced. Additionally, because there is some excess grease throughout the plant it is recommended to distribute FOG brochures and rag information to residents. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with NPDES Permit No. NC0060844. Mr. Mark Teague (ORC - Environmental Inc.) and Mr. Zach Story (Backup ORC in-training - Environmental Inc.) were present and assisted in the inspection. The following items were noted during the inspection: Permit: The permit is missing several of the facility components including the aeration basin and secondary clarifier. Ms. Armeni has contacted Mr. Charles Weaver (NCDEQ Permitting) regarding this issue and he will be adding these components to the final permit once it's issued. The permit is currently under renewal and the renewal application has been submitted. Disinfection - UV: The contact chamber cover is very difficult to lift by one individual, which can inhibit the ability to properly maintain the UV system. It is recommended to replace the lid with one that is lighter and more water-tight. The settleability after 30 minutes was 150 mL. Due to the low level of flow that this plant recieves, the sludge present in the plant appears to be older. Comment: Secondary Clarifier Yes No NA NE Is the clarifier free of black and odorous wastewater? Is the site free of excessive buildup of solids in center well of circular clarifier? Are weirs level? Is the site free of weir blockage? Is the site free of evidence of short-circuiting? Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) At the time of inspection, one of the skimmers was not operating properly and is in need of repair. As a result, there are some excess solids, including a few rags and some grease. However, these solids are caught by the tertiary filter. At the time of inspection, the sludge blankel level was around 1' in a 9' deep clarifier. See summary for details. Comment: Aerobic Digester Yes No NA NE Is the capacity adequate? Mr. Teague indicated that the digester is pumped out twice a year and hauled to the Franklin WWTP. At the time of inspection, the digester had been pumped out two weeks prior. Is the air scour operational? Is the scouring acceptable? Is the clear well free of excessive solids and filter media? The filter media consists of anthracite. Mr. Teague indicated that the media was replaced approximately 5 to 6 years prior to the inspection. Mr. Teague also indicated that there is no air scour present in the filter but there is one backwash pump. The tertiary filter has a backwash basin, and the backwash goes to the head of the plant. Solids within the backwash basin are pumped out when the digester is pumped. Comment: Disinfection - UV Yes No NA NE Are extra UV bulbs available on site? Are UV bulbs clean? Is UV intensity adequate? Is transmittance at or above designed level? Is there a backup system on site? Is effluent clear and free of solids? The UV contact chamber cover has been replaced since the last inspection report indicated it was failing and in need of repair or replacement; however, Mr. Teague stated that the current lid is very heavy and difficult to lift. Mr. Teague indicated that the UV bulbs are cleaned and replaced annually. The backup disinfection system on site is chlorination and dechlorination tablets. See summary for details. Mr. Teague indicated that if the power were to go out, the well pump supplying water to the homes would also not work, and therefore no additional flow would go to the WWTP during this time.
