Austin, PE Engineering Services 45 Homespun Road (828) 342 -5079 Sylva, NC 28779 (828) 508 -2639 April 21, 2015 Mr Landon Davidson, Regional Supervisor Water Quality Regional Operations 401 and Buffer Permitting Unit 1650 Mail Service Center Raleigh, NC 27699 -1650 RE DWQ Project # 14 -0770 Dear Mr Davidson 0 Thank you for your review of the 401 permit application for Harley Enterprises, LLC I regret the information submitted on February 10, 2015 did not address all your concerns I will address the question contained in the letter dated March 27, 2015 separately below Question 1 Low Density Design The intent is for the project to be reviewed as low density The level spreader and dry pond were left on the plan to provide additional protection These items are not necessary for the low density design and therefore have been removed Since the above feature details were on sheet 1, the revised plans submitted with this letter do not include this sheet Question 2 2a) Clarify the drainage areas The plans have been modified to include different patterns for each of the six drainage areas I have also included a sheet 3 titled overall plan sheet This should clarify the boundary between phase 1 and phase 2 as well as delineate the individual drainage areas 2b) Impervious percentage The table on sheet SW2 contains the impervious percentages. In this table, the total property area is 1,166,536 sf. From advice from Mr DeVane, the calculations were revised to include the entire property area Storm water will be address in phase 2 as leases are signed with tenants At this time, phase 2 has not been subdivided into lots or graded. The stormwater in this section sheet flows over the pasture land to the unnamed tributary. 2c) A detail has been added as Permit Sheet 3 to view the overall project with phase 1 /phase 2 and drainage area delineation DocuSign Envelope ID 096EAEE5- 8379- 400C- 9CF5- A71 F07CE72E5 Harley Enterprises 2 2d) Property lines The line type for the property lines has been modified. The lines parallel to Beaverdam Road Indicate the right of way along said road Question 3 As Indicated above, the drainage area delineation has been modified to provide separate patterns for each drainage area The total property area owned by Harley Enterprises is 1,166,536 sf The original culvert plan and PCN only covered phase 1 Since the submittal of the PCN, the plan was modified to include the entire property, phase land phase 2 Phase 2 is currently undeveloped The three swales cover the low density drainage requirements of the current proposed buildings of phase 1 The remaining square footage in question is contained in the undeveloped phase 2. The area of drainage 6 is 19 7 acres, of which 16 acres is included In phase 1 and 18 1 acres In phase 2 The plan has been corrected to accurately reflect the total drainage area of 19.7 acres in drainage area #6 The 43,287 sf included in equation b) on the Low Density Supplement did not Include roads as allowed in equation a) on page 2 of the Low Density Supplement I could not find directions on how to complete this portion of the form. If the above assumption Is not correct, please provide me with the location of a reference manual Question 4 A more efficient design may be possible, however, the current plan follows the minimum guidelines. Question 5 The high density features have been removed. Once again, thank you for your review of the 401 storm water plan.
