Dear Mr. Johnson:
Reference your April 5, 2023 letter, requesting documentation that we require no further monitoring of the UT to Fisher
Branch Mitigation Site, located on the Winston-Salem Northern Beltway, eastern section, just south of Hastings Mill
Road in Forsyth County, North Carolina, which was used to offset impacts for TIP Project R-257913, Winston-Salem
Northern Beltway Eastern Section B (SAW-2008-03183). The North Carolina Department of Transportation (NCDOT)
monitored the mitigation site for channel stability, and submitted annual reports for five years, 2018 through 2023. 1
inspected the site on March 15, 2023.
Based on the monitoring reports and the site inspections, we concur with your recommendation to discontinue
monitoring and close this site, and have determined that you have satisfied the mitigation stream construction and
monitoring requirements of the permit authorization for TIP R-2579B.
Should you have any questions, please call me at (704) 798-6471.
Sincerely,
Stephen A. Brumagin
