PCN Question 3e
The Fair Bluff Boating Access Area (BAA) renovation project is a partnership between the Town of Fair
Bluff and NC Wildlife Resources Commission NCWRC will design, permit, and construct the new boat
ramp and then be responsible for mayor maintance The Town will be allow use of their property by the
public and be responsible for daily /routine maintenance of the site
This project is located on the Lumber River. There is an existing boat ramp that is in poor condition,
there is no dock to aid boaters in launching and recovering of vessels, and the site is not ADA- compliant.
NCWRC proposed to remove the existing ramp, construct a new concrete ramp in the same location,
add a floating dock parallel to the ramp, minor dredging 10' beyond the end of the new ramp, improve
the gravel drive approaching the ramp, and construct 2 concrete ADA parking spaces and sidewalks
The minor dredging that is proposed would extend 10' beyond the end of the new ramp This would
allow access to the river channel at usable water levels. NCWRC - Engineering staff consulted with
NCWRC - Division of Inland Fisheries staff 3/18/15 — 3/20/15 to confirm this location was not an
anadromous fish spawning location as specified in the NWP19 requirements
NCWRC requests written permission from the US Army Corps to install 8' -wide docks at this public boat
ramp as specified in the RGP125 requirements This width of dock will assist boaters of all abilities to
more easily launch /retrieve their vessels Total proposed dock area is 384 square feet (8' x 48')
The upland improvements to this site include improving existing gravel areas into a 1 -way loop drive into
the ramp area and concrete ADA parking The improved loop drive will provide users with a traffic
pattern and maneuver area to more easily line up with the ramp and prevent users from having to back
down a Town street to access the ramp The majority of this Town park is grass parking areas and these
areas would remain undeveloped
Construction equipment that will be used on this site would be excavator, bulldozer, backhoe,
dumptrucks

The Town of Fair Bluff would like to provide permission to apply for the permits necessary to build the
boat ramp here on the Lumber River. This is a project that our Town is very Interested in, and a project
that our Town Council has endorsed on several occasions.
In April of 2013, the Fair Bluff Town Council enacted a motion to adopt the Memorandum of Agreement
that was presented to us by the NC Wildlife Commission That Agreement has set in motion the
cooperative effort to see the boat launch project initiated
The Town of Fair Bluff is happy to be partnering with the NC Wildlife Commission to complete this
