We recently received your authorization for coverage under Nationwide Permit 3 for Schedules A through E, and associated, Water Quality Certification; however Schedule F was not included in the prior application. In order to investigate the drainage pipe, the material at the drainage pipe outlets would be excavated to accominodate a ditch with an impermeable liner so that the pipes can be cleared with water and viewed using a camera. The material cleared froin the pipes would be contained and placed in an upland location out of the 50-year floodplain. The excavated areas would be backfilled with riprap wrapped in geotextile. Water to clean the pipes would be pumped from the Linville River. In addition to the drainage pipe investigation, a core sample of inortar, concrete and stone would be taken froin an arch of the bridge to assess the integrity of the structural inaterials. Mitigation Measures: 0 Water that is released froin this activity will be filtered prior to entering the River. o A 2-inch flexible water pipe with inlet filtration protection will be lowered into deeper pools within the River to draw water. The pipe could be inoved to various locations during the pumping process. The pipe will have a screening device in place at all times and the location of the pipe in the River will be detei-�nined by Park resource inanageinent staff. o Water will only be drawn when fish or other aquatic aniinals are not spawning. e Equipment will not be allowed to operate within the Linville River streambed. o Before any water is removed from the River, Park Wildlife Biologist will be contact to assist with selecting the location of water reinoval. . a Where off-site borrow material is necessary, it will be restricted to material excavated froin deeper than 18 inch depth to reduce the potential iinportation of exotic species. Borrow sites will be inspected and approved by Park natural resource management specialist before utilized. o Park natural resource mai7agement specialist familiar with the site will be contacted if any vegetation removal will take place outside the normal mow zone. o Park resource inanageinent will be contacted prior to any application of herbicides to stuinp cuts. o Reseeding will follow `BLRI Giiidelines for Seeding and Rehabilitation." Project Description: Project Name: Linville Ridge Bridge Testing, Monitoring, and Clearing of Drainage Pipe (PRA-BLRI 2J10) Prepared by: Steven Kidd Date Prepared: 04/02/2015 Telephone: 828-348-3438 PEPC Project Number: 56217 Locations Describe project: � _ Before the design for project PRA-BLRI 2J17-Rehabilitate Linville River Bridge (PIN 52375) can be completed, FHWA engineers need to determine if the existing drainage pipe within the bridge can be made operational again. In order to do this, FHWA will need to test, monitor and clear the existing drainage pipe. This work would be completed under Optional Work as part of the contract for BLRI 2F24 (PIN 45186) in FY16. Specific work would include the following: 1. Removal or relocation of erosion material over drainage culvert (pipe) outlets, to restore outlet drainage flow from the bridge. DSC-T/park staff and FHWA determined that this excess fill material should be relocated beneath the bridge rather than to fully remove and haul the material from site. The material would be reloeated beneath the bridge, out of the 50 year flood plain, and possibly stored on site to serve as check dams to protect bridge columns from future flooding or for some other beneficial use. Leaving excavated material on site would serve the added benefit to reduce shut-down or traffic control duration. All of the material over the existing pipe outlet has been deposited as sediment from prior flooding activity of the Linville River. 2. The drainage pipe within the bridge would be cleared using water under high pressure. There are 12 drainage inlets and a series of drainage pipe passing through the bridge. This water would be forced into the pipe from the outlet ends, which. are located beneath the bridge. It estimated that the volume of water needed may be approximately 30,000 gallons or more. It has been recommended that this volume of water needs to be pumped from the Linville River to accomplish this work. This would save the contractor approximately �100,000 in water transport costs. In addition, using water from the river should eliminate or reduce the need to close the parkway to traffic during this work item. One lane traffic control by flagmen may be intermittently needed to transport grading equipment by crane to the bottom of the bridge. Pumping water from the river for this high pressure cleansing activity would be approved only under the following mitigations recommended to date: a Water that is released from this activity shall pass through a series of check dams and other sediment control devices before returning to the river. � A 2-inch flexible water pipe with inlet filtration protection shall be lowered into deeper pools within the river to draw water. This suction pipe could be moved to varying locations during the pumping process. • Water shall only be drawn during an acceptable window of time, such as when fish or other aquatic animals �� are riot spawning. This work includes the installation of culverts, inlets, drainage, and other miscellaneous work. Soil disturbing activities indude clearing and grubbing, excavation fo� culvert and inlet insta/lation, and slope grading and stabilization. The total disturbed area for the project is approximate/y 0.1 acres. The receiving water is Linville River. Prohibired Discharges The following discharges are prohibited: Wash-water fram concrete, paint, curing compounds, and other construction materials Fuels, oils, equipment-related compounds Soaps, solvents used for vehicle washing Waste, garbage, sanitary waste Inspect and maintain on a regular basis, al1 mechanized equipmenr used in or near surface water to prevent contamination from fuels, lubricants, hydraulic fluids, or other toxic materials. Solid waste generated from the project will consrst of construction debris, garbage, and empty containers. Collect and store all waste in dumpste�s, or in metal or plastic drums, as appropriate. Hazardous waste will not be generated from norma! construction activities. Equipment fueling and maintenance could generate spills, leaks, and hazardous wastes like motor oil, diesel, gasoline, and battery fluid. If feasible, conduct these activities in a covered area to avoid contact with storm water. Store alI hazardous waste materials in appropriate and dearly marked containers away from other non- wasre materials. Do not dispose of hazardous water materials into the on-site dumpsters. Dispose of material according to Federal, State, and local regulations. Develop and implement a Spil! Prevention Control and Countermeasures (SPCC) plan following the requirements under 40 CFR 112. Report spills large enough to discharge to surface wate�s to the National Response Center at 1-800-424-8802. Genera/ Guide/ines The Erosion & Sediment Control Narrative is meant as a guideline for preventing erosion and controlling sediment. The work consists of applying measures throughout the life of the project to control erosion and to minimize the sedimentation of rivers, streams, and impoundments such as lakes, reservoirs, bays, and coastal waters. The measures consist of soil erosion control measures which are also defined and ourlined in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03 (U.S. Customary Units), and the Special Contract Requirements. Do not modify the type, size, or location of any control or practice withour prior approval from the Contracting O�cer (CO). No construction access will be permitted through a wetland o� waterway. Do not allow construction vehicles to track sediment outside the projecr limits. Do not allow any construction equipment to ope�ate on or access the down-slope side of the perimeter control measures. Direct storm water to vegetated buffer areas and do not discharge directly into surface waters. Sequence of Construction . Phase I Estab/ish Perimeter Contro/s Prior to any clearing, grubbing, or excavation, construct perimeter controls to ensure that disturbed sediment does not leave the project site. Perimeter controls indude silt fence and other specified measures outside the construction limits. Phase II Intermediate Controls Apply intermediate controls during rough grading operations. Install silt fence in areas surrounding the culverts as called out in the Erosion and Sediment Control plans. Install �lter berms in ditches along the roadway. Apply temporary turf establishment in disturbed areas that will remain exposed for over 14 calendar days within 7 days. Apply permanent [urf establishment to the frnished slopes according to Section 624 and 625. At the end of each day s grading operations, shape earthwork to minimize and control erosion from storm runoff. Install inlet protection prior to diverting water through inlets. Upon completion of culverts, ensure that culvert entrances, ourlets, and outlet channels are at Fnal grade and are stabilized (with vegetation, riprap, or pavement) befo�e routing drainage through completed culverts. Provide siit fence around all srockpiled excavated roadway material. Apply temporary turf establishment to stockpiles remaining in place longer than 14 days within 7 days of stockpiling. Provide watering for dust control within the construction limits, on active haul roads, and in pits and staging areas. Phase III Final Construction / Stabilization After completion of roadway construction, do the following as directed by the CO: Finish grading, place riprap, and apply permanent turf establishment to any remaining disturbed areas. Where necessary, replace eroded topsoil and re-app/y permanent turf establishment to disturbed a�eas where vegetation has not established. Inspect, clean, and repair all culvert outlet protection, riprap basins, and stabilized channels. Remove all devices used for dewatering. Remove silt fence only after all upslope areas are stabilized and vegetation is well established. Remove al! other perimeter controls when directed by the CO. Maintenance and Inspection Procedures Unless stated otherwise, const�uct and maintain all vegetated and structural erosion control practices according ro Section 157, the details shown in the plans, and the individua! permitting requirements. Check and maintain e�osion control measures once every 7 days and within 24 hours after a rain of 0.25 inches or more, and daily during wet weather. Repair or replace any damaged measures by the end of the day. Filter bags - check the filter bags daily during dewatering operations for punctures, tears, or other damage, and for capacity. Immediately cease pumping and replace damaged filter bags, or bags that have reached their rated capacity. Filter berm - remove sediment at the base of the berm when it has reached �/3 of the exposed height of rhe berm, or as directed by rhe CO. Record the inspection date and summary of findings within 24 hours of completing a site inspection.
