The site is currently approximately 2/3 manicured fescue grass with an irrigation system and 1/3 natural area with pine straw and
decorative shrubs and trees and drip irrigation.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: *
Building a residential detached garage that will impede on the 50' buffer by 7' at one corner of the building down to 0' of impedence at
the 46' mark of the wall. Total approximate square footage of impeded area to the 50' stream buffer is 168 square feet. Standard
residential construction equipment will be used such as a small skid steer or a back hoe to dig footers and backfill around the garage.
Otherwise it will be mostly foot traffic as the construction access driveway is on the opposite side of the proposed building from the
stream buffer.

The impact to the Zone 2 buffer has been minimized as much as possible by downsizing the building, moving the building closer to
the pool and gazebo and moving the building as close to the primary residence as is allowed by code.

1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The impact to the Zone 2 buffer has been minimized as much as possible by downsizing the building from the original plans, moving
the building closer to the pool and gazebo and moving the building as close to the primary residence as is allowed by code. Also, the
building is placed in an area of the property that will have no impact to the normal flow of runoff from around the home and the
surrounding land. The current flow of runoff will not be impacted by the addition of the detached structure.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The construction entry is on the opposite side of the building where it impedes on the Zone 2 Buffer. No construction traffic will
traverse through the buffer beyond what is required when digging the footings and placing backfill and drainage upon completion. The
stream has an earthen berm along the entire length of the stream preventing construction wash from entering the stream. The
property has a large drainage area outside the 50' stream buffer to control water flow during and after construction. No change in
normal runoff from the property will be impacted by this project.

This document confirms that Brian Elkins (Applicant) for the Elkins Property Detached Garage (Project) has expressed
an interest to utilize 252.00 Square Feet of Riparian Buffer Mitigation Credits from one of the following banks, EBX-
Neuse I, LLC Neuse Riparian Buffer Umbrella Mitigation Bank, RES Neuse Buffer and Nutrient Offset Umbrella Mitigation
Bank, RES Poplar Creek Buffer & Nutrient Offset Umbrella Mitigation Bank, EBX Upper Neuse Riparian Buffer Umbrella
Mitigation Bank, RES 2021 Neuse Umbrella Mitigation Bank, or RES 2022 Phase II Umbrella Mitigation Bank. Specific bank
sites that may be debited are Buffalo Branch, Selma Mill, Cedar Grove, Hatley, Bucher, Hannah Bridge, Stone Creek,
Meadow Spring, Uzzle, Poplar Creek, Polecat, Wolf King and Thunder Swamp Phase II Bank, all located in HUC 03020201.
As the official Bank Sponsor, Environmental Banc & Exchange (EBX), attests to the fact that mitigation is available for
reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate purposes by
the Bank Sponsor, until payment in full is received from the Applicant resulting in the issuance of a Mitigation Credit
Transfer Certificate by the bank acknowledging that the Applicant has fully secured credits from the bank and the Banker
has accepted full responsibility for the mitigation obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the purchase price. Banker
shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and a documented copy of the debit of
credits from the Bank Official Credit Ledger(s), indicating the permit number and the resource type secured by the
applicant. A copy of the Mitigation Credit Transfer Certificate, with an updated Official Credit Ledger will also be sent to
regulatory agencies showing the proper documentation.
