Total approximate square footage of impeded area to the 50' stream buffer is 168 square feet. Standard residential construction equipment will be used such as a small skid steer or a back hoe to dig footers and backfill around the garage. D. Impact Justification and Mitigation ........................................................................................................................................................................................................................................................................................................................................................................................................................................................................................ 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The impact to the Zone 2 buffer has been minimized as much as possible by downsizing the building from the original plans, moving the building closer to the pool and gazebo and moving the building as close to the primary residence as is allowed by code. Also, the building is placed in an area of the property that will have no impact to the normal flow of runoff from around the home and the surrounding land. The current flow of runoff will not be impacted by the addition of the detached structure. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The construction entry is on the opposite side of the building where it impedes on the Zone 2 Buffer. No construction traffic will traverse through the buffer beyond what is required when digging the footings and placing backfill and drainage upon completion. The stream has an earthen berm along the entire length of the stream preventing construction wash from entering the stream. The property has a large drainage area outside the 50' stream buffer to control water flow during and after construction. No change in normal runoff from the property will be impacted by this project. 2. Buffer Mitigation 2a. The table below identifies the square footage of impact to each zone of the riparian buffer and the required mitigation. The primary base for this FIRM is aerial imagery acquired by the State in 2010. Information and geospatial data supplied by the local community(ies) that met FEMA base map specifications were considered the preferred source for development of the base map. See geospatial metadata for the associated digital FIRMette for additional information about base map preparation. Base map features shown on this FIRMette, such as corporate limits, are based on the most up-to-date data available at the time of publication. Changes in the corporate limits may have occurred since this map was published. Map users should consult the appropriate community official or website to verify current conditions of jurisdictional boundaries and base map features. This map may contain roads that were not considered in the hydraulic analysis of streams where no new hydraulic model was created during the production of this statewide format FIRM. Flood elevations on this map are referenced to either or both the North American Vertical Datum of 1988 (NAVD 88) or National Geodetic Datum of 1929 (NGVD 29), and are labeled accordingly.
