ERIC BOYETTE SECRETARY SUBJECT: Preliminary Jurisdictional Determination (PJD) Package for the following Natural Resources Technical Report: NCDOT STIP No. BR-0102: Proposed Replacement of Bridge No. 840037 on NC 268 (Lynchburg Road) over Big Creek, Stokes County, North Carolina. The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 840037 on NC 268 (Lynchburg Road) over Big Creek in Stokes County, North Carolina (Appendix A, Figure 1). Below and attached are a brief description of the project, figures depicting all features, and appropriate forms. Initial natural resource investigations within the original Project Study Area (PSA) were completed by Dewberry Engineers, Inc. on July 18 and September 20, 2019. In the early Spring of 2022, the PSA was expanded along Lynchburg Road. Three Oaks Engineering, Inc. (Three Oaks) has been tasked with completing natural resource surveys within the entire revised PSA. Three Oaks staff members Byron Levan (MS) and Mark Guerard conducted the site investigation within the entire PSA on July 21, 2022. No potential jurisdictional features were identified within the PSA expansion area along Lynchburg Road and no changes were made to the previously delineated reaches of the Dan River and Big Creek in the original PSA. Likewise, no potential jurisdictional wetlands were identified within the original PSA footprint. In total, two potential jurisdictional features, Big Creek and the Dan River, were identified within the PSA (Table 1; Appendix A, Figures 2-4). This project is located in the Roanoke River Basin (United States Geological Survey [USGS] Hydrologic Unit Code [HUC] 03010103). Neither North Carolina Division of Water Resources (NCDWR) Stream Identification forms nor North Carolina Stream Assessment Method (NCSAM) forms were completed for either Big Creek or the Dan River since both resources exhibited characteristics indicative of high -quality perennial features. United States Army Corps of Engineers (USACE) Wetland Determination forms and North Carolina Wetland Assessment Method (NCWAM) forms were not required since no wetlands were present. However, upland forms were completed that represent the PSA and confirm that there are no wetlands (Appendix B).
