Subject: NOV & Intent to assess Civil Penalty- WWTP - Permit #NC0020451
Mr. Snider,
This letter is in response to your letter dated June 26, 2020 due to exceeding limits in Total Copper and Total
Suspended Concentration at our Wastewater Treatment Plant in April 2020.
The Town of West Jefferson's, Brandon Patrick-ORC feels the TSS exceeded the limit on 04/15/20, and 04/25/20
due to higher than normal flows caused by excessive rains during the sampling and the previous weeks. Our TSS
was non -detectable the prior week and the three samples the following week. It is rare for our TS5 to be greater
than five (5). Our BOD and NH3 were non -detectable during these sampling events and for the month.
The Town is and has been working on inflow and infiltration issues by videoing our system, smoke testing, and
replacing/repairing problems as we find them. We have budgeted $50,000 this fiscal year to find and repair
additional problems; one such line was replaced the week of June 22, 2020. The town also plans to apply for
CDBG-I funding to repair our old terracotta sewer lines. We also completed re -bedding our tertiary filters with
new sand in the month of May.
Brandon states our copper results are normally less than detectable. Brandon added a copper limit to our only
Significant Industrial User (SIU), and their results are mostly non -detectable. January through March, and May
copper results were all below limits or non -detectable. This copper result was sampled along with a quarterly
chronic toxicity that received a pass result.
