This is to confirm the schedule for issuance of the NPDES permit and Authorization to
Construct (AtoC) associated with the upgrade and expansion of the Eastside Plant based on
recent conversations with Jay Lucas with Construction Grants and Dave Goodrich with the
NPDES Unit. The City of High Point is requesting that drafting of the permit and internal
DWQ reviews be expedited to reduce the time required for issuance of the NPDES permit
and AtoC.
Based on a recent conversation with Jay Lucas, we are anticipating that the FONSI
will be issued on May 28. On May 28, Hazen and Sawyer intends to hand -deliver the NPDES
permit application for 26 mgd capacity to Dave Goodrich.
We understand that the turnaround from issuance of the FONSI to advertising a notice
of intent to issue a revised NPDES permit an be 75 to 120 days depending on backlog. Due
to staff shortages in the NPDES Unit, Dave anticipates no less than 60 days after receipt of
the FONSI for drafting the permit, completing internal reviews, and completing review by the
Regional Office. We are requesting that the Eastside project be moved ahead in the queue
based on the work done over the past 2 years relating to the Eastside discharge permit. This
needed project has already been delayed by issues related to the Randleman Reservoir. The
proposed project includes facilities for BNR and other improvements that will result in
improved effluent quality and improved water quality in the Deep River. The sooner these
facilities are constructed, the sooner that improvements in performance and water quality will
be achieved.
The schedule for issuance of a NPDES permit for expanded flow for the Eastside
Plant includes 7 days for preparing the public notice and 7 days lead time for the
advertisement. There is limited opportunity to reduce these times according to DavEP
Goodrich based on the work required.

The schedule also includes a statutory 45 day period after advertisement before the
permit may be signed and issued by the NPDES Unit.
A summary of the most optimistic schedule as discussed with Jay Lucas and Dave
Goodrich is as follows:

Dave Goodrich noted that an additional 90 to 120 days could be required if there is a
public hearing held due to significant public comment during the notice of intent to issue the
permit.
Please let us know if the above schedule is not correct or if portions of the schedule
may be expedited to provide an earlier award of the construction of improvements to the
Eastside Plant.
