I believe the site you are inquiring about is a lot within the area permitted under SW8980817, possibly Lot 1. 1 have
attached a copy of the permit for that development as well as a list of the lots and their allocations. If the site is Lot 1
and is now owned by an entity other than the overall permittee, then an offsite permit will need to be submitted. This is
a similar situation and submittal requirements to the development you have been inquiring about in the Freedom
Village Shopping Center.
I also noted that the permit for SW8980817 has expired. If changes are needed to the overall permit such that a
modification is required, then the permit will first need to be renewed by the permit holder.

We are converting the following address to a Black Rifle Coffee shop. We had to add a small stormwater control
measure because we are increasing impervious. The NCDEQ post -construction permitting map indicates that thisis
permitted locally. I just wanted to confirm that Jacksonville would perform the review?

On September 8, 1999, the Division of Water Quality issued a Coastal Stormwater Management
Permit, Number SW8 980817 to Zimmer Development ZP No. 72, LLC, for a high density
project. The permit was subsequently transferred and modified to IA Jacksonville Gateway,
LLC, on October 30, 2012. The Division has received a request to transfer and modify the
existing offsite permit for Tony's Seafood, which is one of the outparcels covered by the
Gateway Plaza permit. In order to approve the proposed changes to the outparcel, the approved
changes to the wet pond must be constructed and certified.
Schedule of Compliance Condition 11.8 of your permit states that upon completion of
construction and prior to operation of the permitted stormwater treatment system, a certification
of completion must be submitted to the Division from an appropriate designer for the type of
system installed. Completion of this document will serve to certify to the Division that the
permitted facility has been installed in accordance with the permit, the approved plans,
specifications and supporting documentation. If you have not already provided a Designer's
Certification to our office, please do so immediately. A copy of the certification form that was
attached to the original permit is enclosed for your convenience.
You should be aware that failure to construct the facilities as permitted or to provide the
Designer's Certification, are violations of NC General Statute 143-215.1 and may result in
appropriate enforcement action including the assessment of civil penalties of up to $10,000 per
day.
