Facility failed to submit alternative analysis as required from previous permit. Discharge point is actually 40 to 50 feet downstream from previous discharge location but this will not affect limits. Facility has operational difficulties, and must install a continuous flow measuring device. Effluent violations were noted in the past 18 months for residual chlorine. Fecal violations were documented during the months of January, February, March, June and August through November of 1994. Recommend NH3 limits of 2.0 mg/1 summer and 4.0 mg/1 winter, and 17.0 ug/1 for residual chlorine (trout waters). Facility must be required to upgrade the existing facilities to meet tertiary limits.
