Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
This permit includes no major changes from the draft permit sent to you on August 15, 2007.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center,
Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may

to receiving waters designated as Dutch Creek in the Watauga River Basin in

set forth in Parts I, II, III and IV hereof.
This permit shall become effective December 1, 2007.
This permit and authorization. to discharge shall expire at midnight on September 30, 2012.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance, any previously issued permit bearing this
number is no longer effective. Therefore, the exclusive authority to operate and discharge
from this facility arises under the permit conditions, requirements, terms, and provisions
included herein.
The Watauga County Board of Education is hereby authorized to:
1. Continue to operate an existing 0.0065 MGD extended -aeration wastewater
treatment system that includes the following components:
➢ 1-8,000 gallon Septic tank with
o Dual 5000 GPD effluent filters
➢ 2025 square foot recirculating sand filter system with
0 8,000 gallon recirculating pump tank
➢ Control Building
➢ 2 UV -disinfection units

This facility is located at the Valle Crucis Elementary School WWTP at Valle Crucis
School located at 2998 Broadstone Road, Sugar Grove in Watauga County.
2. Discharge from at the locations specified on the attached map into Dutch Creek,
classified B-Trout waters in the Watauga River Basin.

This letter is to request renewal of NPDES Permit No. NCO067024 for the Wastewater
Treatment Facility at Valle Crucis Elementary School. This is a new plant that went on line this
month. It is my understanding that this request must be filed at least 180 days prior to the
expiration date of the current permit which is September 30, 2007 but the application was
received in mid March. Also a Permit Name/Ownership Change Form was applied in March of
2004 but the name has not been changed. I am attaching a copy of this form with the NPDES
Application..
