In accordance with the application for a discharge permit received on March 13, 1997, the Division is
forwarding herewith the subject NPDES pern-dt. This pern-dt is issued pursuant to the requirements of North
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated December 6,1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Adn-dnistrative
Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this
decision shall be final and binding.
Please take notice this permit is not transferable. Part II, EA. addresses the requirements to be
followed in case of change in ownership or control of this discharge.
This pern-dt does not affect the legal requirements to obtain other permits which may be required by
the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area
Management Act or any other Federal or Local governmental permit that may be required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and

Valle Crucis Elementary School
on Broadstone Road

Watauga County
to receiving waters designated as Dutch Creek in the Watauga River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts I,
H, III, and IV hereof.
This permit shall become effective November 1, 1997.
This permit and authorization to discharge shall expire at midnight on September 30, 2002.

tank, flow equalization tank, aeration system, clarifier, chlorination unit, dechlorination unit and
sludge holding located at Valle Crucis Elementary School, on Broadstone Road, Valle Crucis,
Watauga County (See Part HI of this Pennit), and
2. Discharge from said treatment works at the location specified on the attached map into Dutch
Creek which is classified Class B-Trout waters in the Watauga River Basin.

The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored 2/month at the effluent by grab
sample.
There shall be no discharge of floating solids or visible foam in other than trace amounts. .
Permit Summary

This is a permit renewal for a discharge into Dutch Creek in the Watauga
River. Basin. This facility seems to be well operated. Within the past
twenty four months this facility had only one violation of permit limits.
The violation was fecal coliform back in April, of 95. Downstream
temperature values were above 20' C at times during August 95, June 96
and once during June 95. Permits and Engineering will recommend existing
limitations with monitoring reflective of a class II facility. Region must
verify facility class and precisely describe components.

rocky mountain stream with fish and wildlife present. Agriculture, recreation and fishing are
pertinent uses.

1. Is this facility being constructed with Construction Grant Funds or are any public monies involved. No.
2. Special monitoring or limitations (including toxicity) requests:
The temperature requirement is requested to be made weekly effluent onl . The permit currently
requires daily upstream and downstream. The data from the upstream and downstream indicates no
-impact in temperature from this plant.
Please consider leaving the rest of the monitoring frequencies the same as the current permit. This
school system currently spends $300-00 per month to monitor for the current permit. The cost for
weekly monitoring for a Class H facility will raise the cost to $1000.00 per month per my conversation
with the ORC. The environmental benefit from this additional monitoring is negligible. The school is
usually in compliance.

4. Alternative Analysis Evaluation: Has the facility evaluated all of the non -discharge options available.
Please provide regional perspective for each option evaluated. NA because discharge is to a positive
flow stream.

PART IV - EVALUATION AND RECOMMENDATIONS
An evaluation of the self -monitoring data submitted for the period of December 1995 through November 1996
reveals compliance. with all monthly average limits. Please consider keeping the monitoring frequencies in the
current permit. Additional monitoring would be of little environmental benefit for a school.
Recommendation is made to renew the perniit in accordance with division policy.
