The Division of Water Quality received Mr. J. Thurman Home's August 28 letter, written on your
behalf. In his letter, Mr. Horne withdrew Rayco's request to convert five of its plants from tablet
chlorination to liquid -feed chlorination. The Division hereby acknowledges withdrawal of those five
Authorization to Construct (ATC) requests. As a result, we are returning the packages for the three
plants listed above. The two remaining ATC requests (Briarwood and Forest Ridge Subdivisions)
include other improvements, as Mr. Horne noted, and we will continue our review of those projects,
minus the disinfection portions.
If your wastewater treatment needs should change in the future, you still have the option of
submitting ATC requests for the conversion of the tablet chlorinators at any of these facilities. In that
case, we would expect the new proposals to address questions raised in the current reviews.

The Division of Water Quality received your requests for four Authorizations to Construct, in
February and March of this year. We have completed an initial review and request some clarification
before acting on the proposals. (These comments also apply to the Forest Ridge request, ATC No.
06372OACC, just received; we may also have comments on the other aspects of this project.)
The purpose of the proposed improvements is to "provide a more consistent, effective and reliable
means to assure adequate chlorine disinfection." The proposed projects would replace existing tablet
chlorinators at each of the facilities with liquid chlorine feed systems. It is not clear that the new
systems will actually improve disinfection performance at these facilities.
Chlorination systems must consistently deliver chlorine within certain operating bounds: the dosage
must be high enough to ensure disinfection but not so high that the residual chlorine creates toxic
conditions in the receiving stream. Chlorine demand varies with the wastewater flow, and flows vary
diurnally. Thus, the systems must be able to adjust the chlorine feed rate in order to both meet the
varying chlorine demand and stay within their operating bounds.
The proposed liquid feed systems do not appear to have flow -proportional controls. The feed pumps
are manually adjustable; however, given the especially wide flow swings typical in small plants and
the fact that the treatment plants are not staffed around the clock, manual control of chlorine dosage
is not an acceptable alternative.
Dosages in the chlorine tablet systems are reasonably flow proportional in that the rate at which the
tablets dissolve depends on the rate of wastewater flow. The existing tablet systems are performing

reasonably well. Monitoring records show that, for at least the last year, most of the facilities have
maintained chlorine residuals less than 0.5 mg/L and have not exceeded permit limits for fecal
coliforms.
Please provide additional information or clarification that would better justify the change in
disinfection systems for these facilities.

The request from Aqua Source dated March 24, 2000, was received in the WSRO on
April 24, 2000, directly from Aqua Source.
I have reviewed these plans which include, I. -installation of liquid chlorine disinfection
to replace the existing tablet chlorinators; 2.-installation of centrifugal blowers to replace the
existing positive displacement blowers; and 1-installation of caustic feed system for influent pH
and alkalinity adjustment.
The liquid chlorine system will be more reliable with a better dosage control.
The Centrifugal blowers should reduce the number of noise complaints that are received
and with each proposed blower sized to operate the complete plant, it will make the aeration
system highly reliable.
The caustic feed system will consist of a 30 gallon drum with chemical feed pumps and
pH probes.
The Winston-Salem Regional Office is fully supportive of these improvements. Please

March 24, 2000
Attached are plans and specifications for proposed improvements to the existing wastewater
treatment facilities. We are proposing three (3) significant improvements. These are as follows:
Replacement of the existing tablet chlorinators with liquid chlorine disinfection
facilities:
These improvements are proposed as an effort to provide a more consistent, effective and
reliable means to assure adequate chlorine disinfection.
Whereas there are adequate existing chlorine contact hasins in each of the two (2)
package plants that comprise this tacility, this should be relatively simple and Bence these
plans are rather brief. This facility is presently equipped with a tablet chlorine system.
We request permission to replace this system with a simple liquid chlorine feed system.
Therefore, we propose to install a liquid feed chlorination system as shown on the
attached plan.
This will be easy to accomplish by installing a small, atflustable Teed rate, chemical 1cc(l
pump which will pump from a small (30 gallon) chlorine storage/make up tank into the
influent of the existing chlorine contact basins. The feed pump and storage/make up tank
will be inside an enclosure to protect from weather. The entire assembly will be mounted
on the existing steel grating which covers the chlorine contact chamber of package plant
1E2.
This should provide a much more reliable and accurate means of insuring reliable and
complete disinfection, and should be relatively simple to install and operate.
2. Replacement of the existing positive displacement blowers with centrifugal blowers:
This replacement is proposed in an effort to reduce the level of noise associated with the
present blowers. We believe that the use of centrifugal blowers should diminish the noise
levels now resulting from the apparent harmonic effect linked to the positive
displacement blowers.
We propose to install one centrifugal blower ol'suliicient size to satisfy [lie air
requirements for both plants and a second blower of equal size that will be a standby.

3. Installation of caustic feed system for influent pH and alkalinity adjustment:
We propose to install a relatively simple caustic feed system that will consist of pl-1
controlled, chenlical Iued IIrinlllls that will deliver dilulcd causlic soda to the influent of
each aeration basin. 'I'hc chenucal Iced pumps and a small (approx. 30 gal.) drum of
caustic soda will be installed inside -,in enclosure that will bC I110L111tCd Oil the existing
steel grating which covers the chlorine contact chamber of package plant #2. The pH
probes will be mounted in the head of the aeration basins. We will initially set the
operating or feed range to be between 7.5 — 7.8 s.u.
Although the system will be fully capable of being left in an automatic feed mode of
operation, we intend that routine operation procedures be to operate the feed system only
while an operator is present. This is a safety precaution to lessen the chance of a system
malfiinction resulting in overfeeding of the caustic and hence impairing the biomass of
the treatment plant(s.) The system may occasionally be placed into the automatic feed
mode, but only when circumstances warrant and the operator has fully inspected tile
condition of the feed system, including the pH sensor probes, to insure that it is in good
condition and suitable for automatic operation.
The addition of caustic feed capability is intended to provide more flexibility to correct
for ocalsional fluctuations in pl-1 and alkalinity. It is not intended that this be used on a
continuing basis but rather, as the need arises.
The plan depicting this proposed installation is on the attached sheet 2 of 2.
