Dear Mr. Thompson:
A letter of request for Authorization to Construct was received March,25,.
1983, by the Division and final plans and specifications -for the subject project,
have been reviewed and found to be satisfactory. Authorization is hereby
granted for the construction of a .0408 MGD wastewater treatment facility
consisting of 1000 gallon and 2000 gallon septic tanks serving. condominiums and
individual lots; approximately 4190 lineal feet of gravity -sewer lines; a
dual 60 GPM pump station with on -off -alarm system, a securable cover, and
venting; two (2)alternating dosing chambers with 6-inch siphon bells; four
(4) surface sand filters each having 3640 square feet of filter surface for
a total of 14,560 square feet; a tablet type chlorinator; a 900 gallon chlorine
contact tank, a flow measuring device; aeration steps; piping; valves; fittings;
and appurtenances to serve the Waterford Place Development -located off Music
Camp Road (SR 1350).
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NCO055905 issued October 3, 1983, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the conditions and limitations specified in Permit No.
NCO055905.
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph D of the referenced Permit.
The sludge generated from these treatment facilities must be disposed of
in accordance with G.S. 143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.

The Asheville Regional Office, telephone number 704/253-3341, shall be
notified at least twenty-four (24) hours in advance of the initial operation
of these facilities so that an in -place inspection can be made of said system
prior to the system being placed in actual operation. Such notification to
the Regional Supervisor shall be made during the normal office hours from 8:00
A.M. until 5:00 P.M. on Monday through Friday, excluding State Holidays.
In event the facilities fail to perform satisfactorily in meeting it's
NPDES permit effluent limits, Waterford Place Partnership shall take such
immediate corrective action as may be required by this Division, including the
construction of additional wastewater treatment and disposal facilities.
The wastewater flowrate discharged to and treated by these facilities
shall not exceed 40,800 GPD until such time as the facilities are redesigned,
the redesign is approved by the. Division of Environmental Management and the
modified system is properly installed and inspected.
